The Rural Justice Unit team is seeking a Community Worker to join their team, with a focus on advocating for Disability Benefits individuals in the San Joaquin County Housing and Disability Advocacy (HDAP) and Home Safe (HS) program. With the goal to ensure that individuals with disabilities participating in HDAP have access to the benefits they are entitled to, such as Supplemental Security Income (SSI), Social Security Disability Insurance (SSDI), Social Security Retirement or Survivors' Benefits, Veterans' Disability Compensation benefits, and the Cash Assistance Program for Immigrants (CAPI). The position is funded through July 31, 2024, with the anticipation of continued funding.

DUTIES & RESPONSIBILITIES
  • Conduct intake interviews with clients to assess their eligibility for disability benefits programs and services. Gather necessary documentation and information to support applications.
  • Assist clients through the application process for disability benefits, including completing forms, gathering medical evidence, and submitting applications to the appropriate agencies.
  • Manage a caseload of clients, ensuring timely follow-up on applications, appeals, and other advocacy efforts. Maintain accurate records of client interactions and progress.
  • Advocate on behalf of clients in interactions with government agencies, healthcare providers, and other service providers.
  • Provide referrals and connect clients to additional support services, including healthcare providers, mental health services, housing assistance, and transportation resources.
  • Represent client's interests in administrative hearings and other forums appropriate to a non-lawyer and engage in lay advocacy to the extent permissible under the law and the code of professional ethics.
  • Prepare simple documents from standard forms.
  • Ensure compliance with HDAP program requirements, regulations, and reporting standards. Maintain accurate and up-to-date client records, documentation, and reporting as required.
  • Willingness to travel within San Joaquin County.
  • Applicants must have car and car insurance.
  • Additional tasks as assigned by Supervisor.
MINIMUM QUALIFICATIONS
  • Experience or familiarity with social work, social services, or related fields.
  • Excellent communication skills and strong interpersonal skills, including the ability to work effectively with diverse client groups, including people in crisis, seniors, people with disabilities including mental health, people of color, people who are homeless or at imminent risk of homelessness, immigrants, non-English speakers, service providers, government employees, and community partners.
  • A demonstrated ability to work well both independently and as part of a team.
  • Aptitude to work under pressure in an empathetic and professional manner.
  • Excellent verbal, writing, and organizational skills.
HIGHLY DESIRABLE
  • Experience or familiarity with social work, social services, or related fields.
  • Experience working or volunteering with social service or non-profit organizations.
  • Knowledge of or experience with the Social Security Administration (SSA) application and appeal process.
  • Familiarity with HMIS (Homeless Management Information System).
  • Experience working with individuals with disabilities and/or vulnerable populations.
  • Strong personal work ethic, initiative, and ability to organize time, manage diverse activities, and meet critical deadlines with minimal supervision.
  • Desire to learn as well as share knowledge with other team members.
  • Bilingual in English and Spanish


COMPENSATION:

Generous paid leave policy which includes: 15 days of sick leave, 15 holidays each year, and vacation (accrue 15 days for the first year of service and 20 days after one year of service at CRLA). This is a union position (Legal Service Workers for Rural California "LSWRC"), and the estimated starting hourly range for this position is $24.21 - $32.10 (placement in the range is primarily determined by years of related experience).
