Position Purpose

Leads in coherent design and implementation practices, curriculum writing, professional development, innovative technology, and assessment aligned to District initiatives and goals. Directs assigned Learning and Leading personnel in the development and implementation of processes designed to ensure and strengthen staff knowledge, skills, competencies, and abilities. Provides leadership for curriculum implementation, assessment, and resource selection for content areas.

Advances the vision of Learning and Leading in Fort Worth ISD. Supports campuses, Teachers, Principals, and District Service Center staff in implementing a coherent PK-12 strategy to support all learners. Ensures that the Learning and Leading Division practices are designed to close the achievement and opportunity gap throughout the system in order to ensure equity for historically marginalized students. Leads professional learning across the District around research-based best practices in Literacy across all content areas. Leads curriculum adoptions, resource alignment, and resource distribution in order to ensure campuses are supported appropriately with materials needed to implement programmatic requirements. Plans direct, develops, coordinates, and reviews system-wide projects for the District's Career & Technical Education (CTE) department, Collegiate Programming, JROTC, Fine Arts, and the Health and Physical Education department. Ensures that the development and delivery of curricula and instructional programs are effective and efficient, incorporates District goals, supports student achievement, and provides career development opportunities for students. Provides instructional leadership support to Campus Principals in order to build leadership capacity to improve practices and increase student achievement. Ensures appropriate support is provided to campuses through Directors, Coordinators, Coaches, and Specialists.
ESSENTIAL JOB FUNCTIONS

Instructional & Program Management
  • Oversees the development and delivery of CTE, Collegiate Academics, JROTC, Fine Arts, Health, and Physical Education programs that incorporate District goals and support student achievement.
  • Develops and maintains effective partnerships with employers in the community to provide program enhancements and on-the-job training opportunities for CTE students.
  • Participates in the district-level decision-making process to establish and review the District's goals and objectives related to instructional programs.
  • Monitors and reevaluates career and technical education programs on an ongoing basis using input from community employers, teachers and principals, applied research, and student data to determine the effectiveness and improve outcomes. Recommends changes and adjustments to the program where appropriate to meet changing job markets, student, and community needs.
  • Ensures that the necessary time, resources, materials, and technology to support the accomplishment of educational goals are available.
  • Engages instructional staff in evaluating and selecting instructional tools and materials to meet student learning needs.
  • Ensures that development and delivery of college preparatory programming are effective and efficient, incorporate District goals, support student achievement, and provide a pathway to successful college completion.
  • Actively supports the efforts of others to achieve District goals and objectives and campus performance objectives (academic excellence indicators).
  • Plans and provides staff development for CTE teachers that support instructional programs, incorporates input from teachers and principals, and is consistent with the District's mission.
  • Observes classroom instruction and provides feedback and assistance to directors and campus leaders to facilitate instructional improvement and innovation; participates in implementing the designated teacher appraisal system.
  • Oversees the development and delivery of college preparatory classes and programs that incorporate District goals and support student achievement.
  • Develops and implements programs of study that further students toward the completion of associate degrees and certifications by matriculation.
  • Develops and maintains effective partnerships with employers in the community to provide program enhancements and learning experiences.
  • Stays abreast of current research and trends in curriculum development and instruction.
  • Communicates the latest developments in curriculum and innovative instructional techniques and programs to improve student achievement.
  • Provides support for the Learning and Leading Division by housing curricular resources and internal documentation for professional learning.
  • Provides additional support for the Learning and Leading Division regarding curriculum and the implementation of curricular initiatives.
  • Develops and manages equitable budgets based on department priorities and District goals.
  • Actively promotes the District's equity vision through curricular adoptions, instructional practices, and use of data to improve outcomes for all students with a focus on historically marginalized populations.
  • Analyzes instructional progress to evaluate progress toward program goals and gathers other significant data relevant to the success of initiatives, grants, or programs when applicable.
  • Develops and implements effective and efficient assessment systems and data collection processes that provide a record of baseline measures and track longitudinal trends.
  • Develops and implements innovative professional learning opportunities and activities for students, District personnel, and the community.
  • Facilitates implementation of the equity protocol; observes and provides guidance in the use of appropriate equity tools and protocols. Ensures that culturally relevant learning opportunities are provided.
  • Monitors the impact of the Division through evaluating progress toward goals, and gathers other significant data relevant to the success of the work.
  • Monitors goals, shares reports, and assists in developing action plans for achieving goals.
  • Provides support to schools addressing state and local accountability plans.
  • Monitors and reviews test data, using findings to initiate an intervention for the affected group of students and/or campuses.
  • Engages in the in-depth analysis of value-added patterns within the District; develops a plan to address recommendations for the department/specific schools.
  • Develops procedures and techniques to identify potentially gifted students among culturally and socio-economically diverse populations as well as for other special populations requiring differentiated instruction.
  • Interacts with external service providers to monitor student progress and gauge District progress against state and national districts.
  • Designs and implements a long-range plan for the fine arts (art, choral/general music instrumental music and theater arts) programs.
  • Provides leadership for program development, assessment, and resource selection for the fine arts including UIL and other special activities.
  • Provides leadership for the design, support, and implementation of quality professional development programs in the fine arts.
  • Disseminates current research on best practices in the fine arts.
  • Maintains auditable files and data on fine arts programs and expenditures and controls budgets.
  • Solicits and develops robust partnerships with the Fine Arts Community in Fort Worth.
  • Creates and implements multiple opportunities for joint ventures between the city's fine arts organizations in the visual and performing arts including performances, gallery display internships, mentorships for and with District students.
  • Seeks outside foundation funding and grant opportunities to build fine arts programs in the District.
  • Supervises the Director in the implementation of the District's Coordinated Health program as required by the State of Texas including but not limited to the Local Wellness Coordinator Program, wellness activities, and messaging the annual District Walk.
  • Directs and leads content area Director for Health & Physical Education to support campus-based staff with content area instruction.
  • Ensures that the JROTC program is led and managed according to school rules, regulations, and customs and advises school authorities of laws and regulations affecting the program.
  • Supervises JROTC Director to support the Junior ROTC program and those who are directly under his supervision in all matters pertaining to program administrative duties and responsibilities.
  • Oversees the planning, organization, and implementation of annual drill team, rifle team, color guard, cadet challenge and individual drill competition between all cadets and JROTC units in the District.
  • Oversees the development and submission of the annual operating budget for the Office of the DAl (JROTC).
  • Plans, directs, develops, coordinates, and reviews system-wide projects for the District's Collegiate Programming programing.
Policy, Reports & Law
  • Implements the policies established by federal and state law, State Board of Education rule, and Board policy.
  • Participates in the research of an application for grants or revenue sources for an assigned area.
  • Compiles, maintains and files all reports, records, and other documents as required.
Budget & Inventory
  • Develops and administers the assigned budget based on documented needs, and ensures that operations are cost-effective and funds are managed wisely.
  • Coordinates the purchase of all trades and technical equipment and supplies; computer hardware, and software; initiates purchase orders and bids in accordance with budgetary limitations and district policies.
  • Procures and distributes program materials and assists schools and Learning and Leading Division staff in the utilization of program resources.
  • Reviews staffing allocations and makes necessary changes to ensure that student needs are met.
Professional Development & Learning Community
  • Assesses professional development needs of campus administrators; identifies training needs and participates in developing staff training programs.
  • Participates in the development, implementation, and monitoring of the long-range instructional goals of the District.
  • Stays abreast of instructional and administration techniques and programs throughout the state and nation, incorporating findings into the local organization where appropriate.
  • Establishes and maintains a professional relationship and open communication with principals, teachers, staff, parents, and community members.
Safety
  • Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
  • Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
    • Corrects unsafe conditions in the work area and promptly reports any conditions that are not immediately correctable to the supervisor
    Supervisory Responsibilities
    • Manages, directs, and assigns priorities and personnel to major projects to ensure the attainment of District and department goals and objectives.
    • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

    Minimum Required Qualifications
    • Education:
      • Master's degree from an accredited college or university required.
    • Certification/License:
      • Eligible for a Valid Texas Teaching Certification preferred;
      • Valid Texas Mid-Management or Principal Certification preferred.
    • Experience:
      • Required: 6 years' experience including;
        • 3 years' classroom teaching experience;
        • 3 years' supervisory experience as a campus principal or central administrator.
