Job Description

PURPOSE OF POSITION:

Under direction from the Chief of the Department of Psychiatry (Chair), and with wide latitude for independent judgment, the Director of Mental Health Services directs, coordinates and monitors operations of mental health services and related fields for hospitals and healthcare facilities. The Director will provide administrative and operational oversight of mental health services, ensuring compliance with city, state, and federal regulations in mental health while maintaining efficient and effective psychiatric services.

RESPONSIBILITIES:
• Supports and partners with COO and Chief Executive Officer/Cabinet in the operations
and strategic planning of the department as it relates to budget planning, fiscal and resource planning/administration, human resource utilization, policy administration, and coordination and negotiation of activities with other entities to ensure goals are aligned with revenue enhancement, cost containment and maximizing clinical practice and a positive patient experience.
• Represents the Corporation in matters relating to mental health services and maintains liaison with various governmental agencies.
• Plans, directs, and coordinates operation, development and evaluation of units within the Mental Health Division.
• Supervises the staff assigned to departmental activities or units and provides professional and administrative, technical and managerial expertise to mental health administrators.
• Keeps abreast of developments in the mental health field and advises the Corporation of significant and appropriate priorities and policies.
• Conduct needs assessments, organizational analysis, strategic planning and proposal writing to meet departmental goals and objectives
• Formulates and develops methods and procedures for monitoring and evaluating implementation and maintenance of health care standards to assure attainment of quality care and to meet mandated legislative and administrative standards.
• Plans, directs, and coordinates activities for providing guidance and interpretation of mental health policies and regulations
• Develops policies, standards, rules and regulations pertaining to hospital psychiatric programs.
• Directs and coordinates general operations of psychiatric services while developing and maintaining effective communication among Central Office, healthcare facilities, and psychiatric programs at the hospitals.
• Provides guidance to health care facilities for establishment and maintenance of utilization review, quality assurance and discharge planning programs which conforms to City, State, Federal requirements and counsels to resolve operating problems.
• Ensures that Behavioral Health develops and implements systems that ensure full compliance with federal, state, and county regulations, assuring that the agency Continuous Quality Improvement plan is in full practice.
• Responsible for adhering to all standards and guidelines established by applicable Regulatory authorities such NYS OMH, NYC DOH&MH, OASAS and HHC, DEA, T JC, CMS.

Minimum Qualifications
1. A Masters Degree in Public Administration, Public Health, Health Care Specialization, Social Work, Psychology or a related field; and,
Six (6) years of increasingly responsible experience in hospital or regulatory agency administration, with particular emphasis on development and evaluation of mental health delivery services, or,
2. A satisfactory equivalent combination of education and experience.
