Job Overview:

As a Financial Services Budget Analyst focusing on Planning and Execution, you will play a vital role in supporting the Intelligence Community's Planning, Programming, Budgeting, and Execution framework. Your key responsibility will involve the effective formulation, execution, and monitoring of budgets to ensure proper allocation of financial resources. You will analyze financial data to discern trends, monitor spending plans, and provide valuable insights that contribute to strategic decisions.

This role requires overseeing budget development, execution, and thorough monitoring of financial commitments to fulfill the diverse needs of our clients. A deep understanding of the Intelligence Community's budget execution processes is essential, along with the ability to handle intricate financial management details such as expenditure forecasting and fiscal oversight.

In addition to standard budget tasks, you will navigate complex financial environments to optimize resource utilization. This includes conducting analyses, pinpointing areas for improvement, and implementing fiscal efficiency strategies.

You will also serve as a key liaison among various government entities, promoting effective communication and collaboration to ensure that financial plans align with organizational objectives. Engaging with internal teams will be crucial to streamline processes, tackle challenges, and foster transparency and accountability.

Your contributions will extend to the formulation and execution of the National Intelligence Program (NIP) Budget, where strategic alignment of financial resources with overarching objectives is critical. Proficiency in analyzing complex financial data will empower you to make informed decisions that align with the broader goals of the Intelligence Community.

Furthermore, you will work collaboratively with cross-functional teams and stakeholders, providing insights and ensuring alignment with strategic goals. Staying current on legislative and financial changes is vital, as these can impact budgetary considerations for the Intelligence Community.

Key Responsibilities:

  • Provide expertise in analyzing and reporting on financial activities and budgets.
  • Assist in developing comprehensive spend plans while closely monitoring execution activities.
  • Document and track financial agreements and commitments accurately.
  • Process transactions meticulously, ensuring accuracy in payments.
  • Collaborate with various stakeholders to align budgets with program goals.
  • Generate detailed budget reports summarizing funding and activities for relevant stakeholders.
  • Help in formulating budget submissions that align with strategic objectives.
  • Assist in creating fiscal guidance and implementation schedules for each budget phase.
  • Support adherence to deadlines and milestones in Intelligence Planning, Programming, Budget, and Execution (IPPBE).
  • Propose and implement improvements to operational procedures.
  • Maintain an organized system for tracking interagency agreements.
  • Resolve outstanding financial obligations efficiently.
  • Provide dedicated support to Contracting Officer's Technical Representatives (COTRs) and management.
  • Engage in developing insightful budget analysis, financial data calls, and portfolio reviews.
  • Work closely with customers to build and evaluate fiscal programs for both internal and IC-wide initiatives.
  • Create effective tracking methods for budgets, commitments, and obligations.
  • Draft narrative sections for the Congressional Budget Justification Book (CBJB), supporting national intelligence priorities.
  • Generate reports and materials to assist in interagency communication.
  • Collaborate with partners in forums and working groups to share knowledge and drive process improvement.
  • Recognize the implications of congressional legislation on the NIP budget.
  • Encourage the development of training resources and standard operating procedures.
  • Conduct cost-benefit analyses for investment strategies directed at the NIP budget.

Required Qualifications:

  • Current TS/SCI Clearance with Counterintelligence (CI) Polygraph.
  • BA in Finance, Accounting, or Economics and 12-15 years of relevant experience or a Master's degree with 10-13 years of experience.
  • 7-10 years of experience in government budgeting, including 3-5 years within the Intelligence Community.
  • Strong understanding of government budget execution processes and the IPPBE framework.
