Division Director, Residential & Substance Use (Sepulveda)

This is a hybrid position with two days a week on-site required. You have the option to elect into a 9/80 flex work schedule.

The pay for this position is between $128,033 - $147,240 annually.

Summary

As the Division Director for Residential & Substance Use, you will lead, direct, and manage one or more mental health residential, and substance use programs. You will ensure these programs align with established philosophies, standards, contracts, and the policies, procedures, and guidelines set by Didi Hirsch, maintaining the highest levels of quality and compliance.

Primary Duties

Management

  • Oversees the hiring, orientation, evaluation, training, and supervision of all staff, volunteers, and interns assigned to the division.
  • Supervises staff; develops program policy and procedure; negotiates with funding agencies; participates in relevant committees; coordinates and acts as liaison with other agencies; establishes and maintains an on-going evaluation of program effectiveness and clinical intervention as needed.
  • Handles after-hours responsibilities for crises or issues beyond the Program Director's scope and develops strategies for implementing national and federal changes within the agency.
  • Forms a highly effective team to accomplish the division's short- and long-term goals.
  • Delegates decision-making and responsibility to the appropriate level, providing the necessary information and direction.
  • Ensures resources and systems are in place to support the training and continuous learning of staff.
  • Oversees program growth and development, including scaling existing programs to new client populations, and collaborates with grants officer to research and develop grant opportunities for program growth.
  • Interfaces with related community agencies, attending meetings as scheduled and/or needed to include: the Department of Mental Health, Department of Public Health (Substance Use Prevention & Control), and Health Insurance Portability and Accountability Act.
  • Engages with DMH as the lead within the Intensive Care Division and with SAPC as the lead within Substance Programming, representing agency on matters related to division.

Program Quality, Compliance and Reporting

  • Measures progress against plans and stated goals as it applies to residential program outcome activities.
  • Develops, implements, reporting methods consistent with the Agency's procedures to ensure that data and other information gathered is accurate and reported in a timely manner.
  • Collaborates with Director of Quality Improvement to develop program protocol and ensures that program elements are in compliance with Agency, County, State and other regulatory agencies.
  • Implements and enforces appropriate disciplinary mechanisms when violations are detected; establishes reasonable steps to respond appropriately to the violation and to prevent similar violations in the future.
  • Evaluates the results of overall program operations regularly and systematically, and reports results to the Senior VP of Clinical Operations and others as appropriate.
  • Captures, reviews, and analyzes program service statistical and outcome data to provide useful information for assessing performance.
  • Uses performance and statistical service data to engage program management staff in strategic thinking and decision making.
  • Attends, participates, leads and/or facilitates routinely scheduled meetings as requested or required on the division, senior and executive level.

Finance

  • Collaborates with finance department staff to prepare annual budgets and contract agreements
  • Monitors contract performance; reviews monthly and annual financial statements making plans of correction as needed keeping supervisor apprised of progress and challenges.
  • Monitors census for residential programing and provides accountability for residential finances.
  • Efficiently utilizes financial resources while maintaining commitment to quality service when requesting and purchasing program equipment and supplies.

Position Requirements

  • Licensed with 4+ years of experience directing and managing residential and/or substance use programs in a non-profit social service, mental health, and/or substance use environment.
  • Support the values and mission of Didi Hirsch as related to employment.
  • Know and comply with Agency policies and procedures, HIPAA, DMH policies and documentation guidelines, and other state, federal regulations relating to adult and family residential and substance use programs for individuals with a history of mental illness and substance use.
  • Demonstrate full working knowledge and experience in program development and clinical supervision.
  • Have working experience in budget preparation and fiscal management, and contract negotiations for adult mental health and substance use services.
  • Present ideas, information, and viewpoints clearly, both verbally and in writing.
  • Efficiently use the personal computer to include: email, word processing, spreadsheets, presentation software, database, electronic health record and project management.
  • Manage employee performance consistent with defined Didi Hirsch processes.
  • Utilize analysis, experience, and judgment to make management decisions.
  • Demonstrate commitment to team objectives and Didi Hirsch philosophies.
  • Adapt to changing needs by acquiring new skills and knowledge.
  • Flexibility to respond after hours and weekends for 24/7 residential programs as needed.
  • Professional Assault Crisis Training Certification (Pro-ACT) or willingness to get certified within 90 days of hire.
  • Current California driver's license and a driving record acceptable to the Agency's insurance carrier.
