Former EDRP participants ineligible to apply. Responsibilities This is an OPEN CONTINUOUS ANNOUNCEMENT. Applications will be accepted on an ongoing basis and qualified candidates will be considered as vacancies become available. The Department Head job carries public relations responsibilities that will require him/her to maintain a positive rapport with internal and external stakeholders. S/he must also help resolve internal disputes among staff, as well as respond to complaints filed by patients. S/he shall also encourage staff to participate in community events and public health education. S/he will possess excellent bedside manner and the ability to effectively communicate sensitive information about a patient's condition. MAJOR DUTIES AND RESPONSIBILITIES: Responsible for own panel of patients. Clinical/ Administrative FTEE allocation will be determined by policy. - Responsible for planning, conducting, coordinating, and monitoring the effectiveness and clinical outcomes of patient-centered treatment and rehabilitative services to maximize and restore to the greatest extent possible physical and social functioning. - Ensures the appropriate management of all the providers' panel sizes commensurate with VHA and FTEE allocation policies. - Investigates and appropriately responds to complex concerns, and implements mitigating interventions that optimizes internal and external customers experiences. This may include but not be limited to patient complaints, patient advocacy concerns, patient safety events, requests for information, congressional inquiries, staff complaints or conflict, interdepartmental conflict, and process issues. - Responsible for innovative methods to optimize collaboration amongst staff, disciplines, and processes to meet and/or exceed department benchmarks, metrics, and key performance indicators, to include but not be limited to quality outcomes and measures, process improvements, patient experience scores (e.g. Patient Advocate Tracking System-Replacement (PATS-R), Veterans Signals VHA Outpatient Survey (V-Signals), Survey of Healthcare Experience of Patients (SHEP), Patient Experience (PX)), Joint Patient Safety Reports (JPSRs), Strategic Analytics for Improvement and Learning (SAIL) data (e.g. access to care data, quality outcomes, care coordination, screenings), Healthcare Effectiveness Data and Information Set (HEDIS), All Employee Survey scores, and other metrics as to be determined . - Uses an analytical framework to create an environment that facilitates the delivery of care. Coordinates and evaluates integrated programs or demonstrates clinical excellence in management of population groups. - Provides department level input in the strategic planning, budget, mission, operational planning, and policy development for local and network efforts. - Utilizes current trends and relevant theories in an analytical framework to design/modify, implement, and measure integrated programs and activities to achieve clinical and administrative goals of the medical center and/or network. Evaluates outcomes against strategic priorities. - Demonstrates substantial and continuous responsibility for directing and managing an integrated program. - Consultant to medical center staff and greater community in areas of expertise. - Demonstrates grade-appropriate, consistent critical thinking skills. - Provides leadership in addressing ethical issues that impact patients and staff in or beyond the organization and the local health care community. - Promotes a practice environment that empowers staff to provide compassionate and efficient care. - Demonstrates a commitment to Equal Employment Opportunity (EEO) principles and applies EEO principles in all decisions, such as hiring practices. - Designs, modifies, and implements systems compatible with professional standards and within the mission and the goals of the organization to improve the cost-effective use of resources. - Aggregates departmental data and participates in the budget process to plan for current, emerging, and future departmental resource requirements (financial, human, material, and/or informational). - Manages the departmental resources (financial, human, material, and/or informational) of a complex program or service in a manner which applies professional standards of practice in the most effective, efficient method resulting in favorable outcomes. - Ensures that staff complies with infection control practices, such as hand washing and wearing of appropriate personal protective equipment. Work Schedule/Tour of Duty: 8:00am-4:30pm, Monday-Friday Call Coverage: Critical Lab Value Notification, approximately 1 week per quarter, by phone only. Must pass pre-employment physical examination. Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). Participation in the Coronavirus Disease 2019 (COVID-19) vaccination program is a requirement for all Veterans Health Administration Health Care Personnel (HCP) - See "Additional Information" below for details. Qualifications To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: Highly qualified candidates must be BE/BC Family or Internal Medicine and have 2+ years of leadership and supervisory experience. Physical Requirements: To perform in a fully successful manner, the individual must have the physical ability to perform job-related duties which may require light carrying (under 15 pounds), reaching above shoulder, use of fingers, both hands required, walking (up to 1 hour), standing (up to 1 hour), and both legs required. In addition, there may be exposure to the following environmental factors: working inside and outside, working closely with others, and protracted or irregular hours of work. A health examination must be successfully completed prior to this assignment and periodically thereafter as required by the Occupational Health Clinic policy. There may be intermittent exposure to blood and body fluids. Education Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.] NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
