FMV Analyst

The Challenge: In the ever-evolving landscape of national security, the ability to analyze and exploit Full Motion Video (FMV) is critical to informing decision-makers and supporting operations. The Marine Corps Intelligence Activity (MCIA) delivers intelligence to inform policy makers, the force development enterprise, and warfighters in order to enable success in the current and future operating environment. What if you could use your FMV expertise to assist those efforts? The successful FMV Analyst on our team will provide hands-on full motion imagery analysis, producing intelligence products derived from any airborne Intelligence, Surveillance, Reconnaissance platform to include imagery analysis on a broad range of issues, supporting national security objectives, senior policy makers, the DoD, USMC, and/or IC initiatives. You will provide real time 24/7/365 full motion video exploitation in a shift work environment maintaining Situational Awareness (SA) and understanding of the mission and the intelligence requirements. Additional responsibilities include: Research Cedalion or its follow-on and other multi-disciplined IC databases to acquire amplifying or clarifying information in support of research and analysis. Produce standard and non-standard FMV imagery analysis products, such as motion imagery summary reports and tailored mission-specific products. Conduct imagery research and analysis by researching imagery to meet current USMC requirements to include, but not limited to, NRO Overhead Systems, aircraft, FMV, and civil/commercial sensors to answer detailed Information Requirements. Create and provide metadata to support structured observations in support of the DoD, USMC, and/or IC initiatives. Provide analysts capable of simultaneously being able to view, exploit, record and touch type (minimum of 40 words/minute) live FMV exploitation comments in support of operational FMV missions. Identify targets and target-related activities by understanding Order of Battle for mission related geolocations. Conduct target research in support of exploitation activities to provide amplifying information and context to information requirements and to inform the exploitation team. Analyze existing information and intelligence to identify gaps in coverage/knowledge in order to investigate all sources of intelligence to fill those gaps. Conduct data mining using various databases, open-source reporting, digital video archives, and other intelligence sources. Provide multimedia production in support of exploitation activities. Provide peer-to-peer assessments when analysts require evaluations and when analysts need to be tested on their position. Conduct multi-INT research, exploitation, organization, prioritization, processing, analysis, production, and dissemination of intelligence information in accordance with (IAW) Government priorities, policies, and Standard Operating Procedures (SOP). You Have: Active TS/SCI clearance *Bachelor's Degree in related field 3+ years' experience Knowledge of and ability to apply Intelligence Community (IC) and DoD classification guidelines and procedures. Ability to work semi-independently with oversight and direction. Ability to use logic when evaluating and synthesizing multiple sources of information. Ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic / soft copy matrices and / or web-enabled formats. Ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally, with strong grammar skills. Demonstrates proficiency using Microsoft Office tools. Ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols. Ability to recognize nuances and resolve contradictions and inconsistencies in information. Working knowledge using complex analytic methodologies, such as structured analytic techniques or alternative approaches, to examine biases, assumptions, and theories to eliminate uncertainty, strengthen analytic arguments, and mitigate surprise. Structured analytic techniques include, but not limited to, Analysis of Competing Hypotheses, Devil’s Advocacy, High-Impact / Low-Impact Analysis, Red Team Analysis and Alternative Futures Analysis. Understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors / platforms and human intelligence sources related to the labor category. Understanding of evaluating collected intelligence reporting, engaging with collection managers, and developing collection requirements. *Education/experience may substitute for degree/years of experience requirements for this position. Nice To Have 8+ years' experience Comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category. Ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced. Ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines. Ability to work independently with minimal oversight and direction. Ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution. Ability to develop concise, insightful, and comprehensive products for defense intelligence. Ability to lead teams in researching multifaceted or critical problems. Provides guidance in selecting, designing, and applying analytic methodologies. Uses argument evaluation and validated analytic methodologies to challenge differing perspectives. Clearance: Applicants selected will be subject to a security investigation and must meet eligibility requirements for access to classified information; TS/SCI clearance is required.
