Arlluk Technology Solutions, a Koniag Government Services company, is seeking an Oracle Database Administrator to support ATS and our government customer in Chantilly, VA. Arlluk Technology Solutions LLC, a Koniag Government Services subsidiary, is seeking skilled professionals to support the Defense Health Agency's Technology Support Branch (TSB) in providing flexible, agile delivery services for various Military Health System (MHS) applications. The role involves working on critical systems such as PCOS, CCQAS, DMHRSi, EAS IV, ESSENCE, and PHIMT, which are essential for managing healthcare claims, provider credentialing, human resources, cost allocation, disease surveillance, and health information management. The ideal candidate will contribute to application development and sustainment, focusing on delivering high-quality solutions across ten core IT domains, including configuration management, cybersecurity, digital transformation, software engineering, and application support. This position requires expertise in agile methodologies and the ability to work collaboratively within a dynamic military healthcare environment.

Arlluk Technology Solutions is seeking an experienced Oracle Database Administrator to join our team supporting the Defense Health Agency. The ideal candidate will have extensive knowledge of Oracle database technologies and experience in managing large-scale database environments within a healthcare context. This role is crucial in ensuring the performance, security, and reliability of critical MHS databases.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Oracle Database Administrator will be responsible for the design, implementation, maintenance, and optimization of Oracle database systems supporting MHS applications. Key responsibilities include:
  • Install, configure, and maintain Oracle database systems for MHS applications.
  • Design and implement database architectures that meet the complex requirements of healthcare systems.
  • Perform database tuning, optimization, and troubleshooting to ensure optimal performance.
  • Develop and implement backup and recovery strategies to ensure data integrity and business continuity.
  • Manage database security, including user access controls, encryption, and auditing.
  • Collaborate with application developers to optimize database designs and SQL queries.
  • Plan and execute database upgrades, patches, and migrations with minimal downtime.
  • Monitor database systems for performance issues and conduct capacity planning.
  • Implement and maintain Oracle Real Application Clusters (RAC) and other high-availability solutions.
  • Develop and maintain documentation for database processes, procedures, and configurations.
  • Provide expert-level support for critical database issues and participate in on-call rotations.
  • Stay current with Oracle technologies and best practices, recommending improvements as appropriate.
Education and Experience:
Required:
  • Bachelor's degree in Computer Science, Information Technology, or related field with 5-7 years of experience in Oracle database administration, or
  • Master's degree in a relevant field with 3-5 years of experience in Oracle database administration, or
  • PhD in a relevant field with 0-2 years of experience in Oracle database administration
Required Skills and Competencies:
  • Extensive experience with Oracle Database administration (version 11g and above)
  • Strong knowledge of Oracle SQL and PL/SQL
  • Experience with Oracle RAC, Data Guard, and other high-availability solutions
  • Proficiency in performance tuning, query optimization, and database troubleshooting
  • Familiarity with Oracle backup and recovery strategies, including RMAN
  • Knowledge of Oracle security features and best practices
  • Experience with database capacity planning and resource management
  • Familiarity with Oracle Enterprise Manager and other monitoring tools
  • Strong problem-solving and analytical skills
  • Excellent communication skills, both written and verbal
  • Ability to work effectively in a team environment and collaborate with diverse stakeholders
  • Ability to obtain and maintain a Public Trust clearance
  • Desired Skills and Competencies:
  • Experience working in government or military healthcare environments
  • Oracle Certified Professional (OCP) or Oracle Certified Master (OCM) certification
  • Knowledge of healthcare IT systems and standards (e.g., HL7, DICOM)
  • Experience with Oracle Exadata and other engineered systems
  • Familiarity with cloud-based Oracle solutions (e.g., Oracle Cloud, AWS RDS for Oracle)
  • Experience with database automation and DevOps practices
  • Knowledge of data warehousing concepts and ETL processes
  • Familiarity with non-Oracle databases (e.g., SQL Server, PostgreSQL) for heterogeneous environments
  • Understanding of HIPAA and FISMA compliance requirements for database systems
  • Experience with Oracle GoldenGate or other replication technologies
  • Ability to obtain a Public Trust

Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
