Summary The Finance Officer is responsible for planning, organizing, and directing the financial activities of the City on a day to day basis, including cash management, debt management, bank relations, purchasing and general accounting. This position works with the Mayor and City Council to achieve the goals and objectives of the city. Essential Duties and Responsibilities Duties include but are not limited to the following: Direct general finance operations, process payroll, including the maintenance of the city's financial management system (INCODE); Assist in the development, revision and implementation of finance and accounting procedures. Performs accounting duties that accurately report the City's financial accounts, including all balance sheet accounts, revenue accounts, and expense accounts. Assists the Mayor in planning annual budget and assist all departments with their annual budgetary functions. Prepare and present monthly financial statements to City Council. Prepare and submit all State and Federal reports. Prepare financial statements for boards/commissions that operate under the City. (MOD, Main Street, etc.) Maintain and control budget following adoption by City Council. Provide guidance in purchasing and expenditures for the city. Develop, update and monitor inventory of capital assets. Audits and approves all bills before payment. Maintains the city's financial management system. (INCODE) Coordinates and prepares schedules necessary for the annual audit, and prepares the Comprehensive Annual Financial Report. . Prepares and maintains a variety of accounting, budgeting and statistical files, reports and schedules; inputs and updates financial data; retrieves data; runs reports and distributes them as required. Periodically reconciles the City's pooled cash by reviewing and analyzing the monthly statements issued by the financial institutions and accurately reports the City's resources, including interest earned monthly. Oversees, verifies, and balances cash receipts and related financial transactions; prepares cash reports; coordinates transfer of money to financial institutions; maintains journal entries and balances; conducts research and analysis as required and corrects irregularities. Review, revise and implement the City's investment policy as adopted by City Council. Participate in professional development to ensure that the City is receiving timely, effective and appropriate financial management. Serves as Human Resource Administrator-Benefit Administration and Compensation, Maintain Personnel files and policies. Financial reporting. Performs all other duties as assigned. MINIMUM JOB REQUIREMENTS Ability to work effectively with residents, customers, vendors and other employees. An individual who is well motivated and a self-starter. Ability to work well under pressure, prioritize projects and detail/deadline oriented. Excellent interpersonal, communication and organizational skills. Understanding of Generally Accepted Accounting Principles (GAAP) Excellent typing and computer skills. Ability to maintain strict confidentiality in all aspects of the job. Ability to develop and maintain a positive working relationship with fellow employees, supervisors and the general public. Adheres to departmental, personnel, and safety policies and procedures. Ability to operate various types of office equipment to include phone, fax, computer, calculator, copier, credit card machine, etc. Ability to work overtime when needed. Professional appearance and attitude. EDUCATION AND EXPERIENCE/CERTIFICATIONS/REGISTRATIONS Bachelor's Degree in accounting, finance, or related field preferred; experience may be considered in lieu of educational attainment. Municipal government and/or public utility accounting experience preferred. Valid Texas Class C Driver's License or Texas Identification Card required. Must be bondable. PHYSICAL ABILITIE While performing the duties of this job, the employee is regularly required to sit for extended periods. Ability to use a computer for extended periods of time and type correspondence. Ability to lift or move objects up to 25 pounds.
