Job Summary

The Project Engineer performs complex, advanced and senior level coordination, management, and oversight of the engineering review process for assigned projects. The purpose of the position is to monitor the progress and assist in the execution of capital improvement projects, including planning, design, review, project implementation, bidding, contract management, and public outreach under the supervision of the City Engineer. Apply engineering theories and principles to varied and comprehensive engineering design projects. Provide technical supervision over engineering design technicians.

Essential Functions

  • Coordinates the services of professional consultants and contractors.
  • Determines project scope and prepares request for proposal.
  • Recommends and monitors consultant services to ensure compliance with professional engineering standards, mandated rules and regulations, contractual obligations, and approved budgets.
  • Provides project management for Engineering and Public Works projects.
  • Oversees assigned projects to ensure contractor compliance with plans, specifications, and schedules, ensuring project milestones are met and projects are delivered on-time.
  • Directs Design Technicians for drafting and surveying on assigned projects.
  • Prepares a Design Report for plans, specifications, and preliminary cost estimates for Public Works projects. Reviews plans, and specifications prepared by division staff, resolves construction and design problems, and prepares change orders when necessary.
  • Participates in the long-range planning process of determining and prioritizing Capital Improvement Projects.
  • Reviews engineering construction plans, drawings, specifications, cost estimates and related documents prepared by consulting engineers for compliance with City Standards and practices.
  • Facilitates timely review of design plans by other utility and regulatory agencies.
  • Responsible for obtaining environmental permits for capital projects and monitors for compliance with federal, state, and county regulations.
  • Coordinates required bid advertisements, reviews received bids, and makes necessary recommendations based on bid requirements.
  • Completes grant applications and oversees communication with grant funding agencies throughout the project development, design, and construction.
  • Performs additional related duties as assigned.

  • Knowledge of City, state and federal regulations and standards for public works infrastructure design, bidding, and construction.

  • Ability to correctly complete engineering calculations.
  • Skill in exercising professional engineering judgment to achieve results consistent with objectives.

Supervisory Controls

The City Engineer assigns work in terms of division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.

Guidelines

Guidelines include, but are not limited to, WSDOT standard specifications, Local Agency Guidelines, City of Moses Lake Community Standards, the Washington Administrative Code, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

Complexity/Scope of Work

  • The work consists of varied professional engineering, project management, and grant administration duties. Strict regulations contribute to the complexity of the position.
  • The purpose of this position is to assist in the execution of capital improvement projects. Successful performance ensures compliance with relevant codes, ordinances and standards.

  • Contacts are typically with co-workers, contractors, consultants, utility representatives, and the general public.
  • Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.

Physical Demands/Work Environment

  • The work is typically performed while sitting at a desk or table, standing, walking, or stooping. The employee occasionally lift light objects, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed in an office, occasionally in hot, cold, or inclement weather. The employee may be occasionally exposed to machinery with moving parts.

Supervisory and Management Responsibility

This position has functional supervision over design engineering staff.

Minimum Qualifications

  • Bachelor's degree in civil engineering or related field and two (2) years of professional Civil Engineering experience, including relevant project design and construction management; or an equivalent combination of education, experience, certifications, and training in lieu of specifically required qualifications listed above.
  • Sufficient experience to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one (1) to three (3) years of experience or service.
  • Certification as a Professional Engineer or Engineer-in-Training or the ability to obtain Washington State registration within one (1) year of hire and maintain throughout employment.
  • Possession of or ability to readily obtain a valid driver's license issued by the state of Washington for the type of vehicle or equipment operated.
  • All applicants must be able to successfully pass a background check process which includes reference checks and criminal history checks, or other.

Benefits

The City of Moses Lake offers a comprehensive benefits package. Employees (and their families) are eligible to enroll in medical, dental, and vision coverage. In addition to basic life insurance coverage, AD&D, dependent life, additional life insurance, long-term disability, EAP and LifeFlight are also offered. Retirement is through the Department of Retirement Systems - Public Employees Retirement System. Optional deferred compensation is offered with a City match of up to 2% of the employee's base salary. Beginning January 1, 2024, the City will also be offering an optional Flexible Spending Account (FSA) for healthcare and dependent care. Employees of the City receive eleven (11) paid holidays plus one (1) floating holiday annually. Vacation accrual begins at 12 days annually and increases with years of service. Sick leave is accrued at the rate of eight (8) hours per month.
