Summary This position is part of the Naval Reactors Laboratory Field Office, Department of Energy. National Nuclear Security Administration Demonstration Project: This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project. The NQ-04 pay band is equivalent to the GS-15 grade level. Responsibilities As a Program Analyst, you will: Provide on-site oversight of the prime contractor representing the interest of the Manager, Naval Reactors Laboratory Field Office (NRLFO) in administrative operations. Be responsible for the evaluation, effectiveness and review of internal and external controls and audit readiness. Be responsible for the development, implementation, and direction of enormously diverse suite of external and internal policies, procedures, processes relative to Idaho Branch Office (IBO) in the areas of procurement and contract administration, financial management, personnel administration, logistics, inventory, property management, information technology and security, nuclear material accountability, contractor legal and ethics issues, and external relations. Utilize management and administrative principles and practices to effectively integrate them into the organization. Ensure assigned programs meet high standards for quality and are delivered in a cost-effective manner. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience at the NQ-03/GS-14 level or equivalent that demonstrates the ability to evaluate and analyze the following program areas in order to provide contractor oversight and expert advisory services to management: procurement and contract administration, financial management, records management, public affairs, emergency preparedness, and physical security. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.
