The Pharmacist (P) dispense and oversees the pharmacy operations of their assigned pharmacy within Gracelight Community Health (GCH) to ensure that patients receive quality, timely, pharmacy services in accordance with GCH's mission and values. In addition, the (P) will ensure compliance with all applicable laws and regulations, including those pertaining to Section 340(b) drug pricing for their assigned pharmacy. This includes coordinating with other departments of GCH to provide patients with a Patient Centered Medical Home (PCMH). The SP, under the supervision of the Director of Pharmacy, will direct and supervise, including hiring, counseling and terminating, the non-licensed pharmacist staff assigned to their assigned pharmacy, prepare/monitor the pharmacy budget; manage the pharmacy inventory within the approved formulary; and lead/educate/train the pharmacy staff regarding issues relevant to pharmacy services and operations for their assigned pharmacy. The (P) will work with their assigned Health Center's management and providers to address that Health Centers specific pharmacy related leads the Pharmacy Department, instilling confidence, knowledge, and professionalism, while helping others achieve their best.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
  1. Supports and implements the organization's vision, mission and values.
  2. Determines priorities and method of completing daily workload to insure that all responsibilities are carried out in a timely manner.
  3. Performs all job functions in a professional and courteous manner. This includes answering all phone calls and emails timely and providing excellent customer service to internal and external customers.
  4. In conjunction with the Director of Pharmacy, supervises non-pharmacist pharmacy staff at their assigned pharmacy to include screening, interviewing, hiring, disciplining and terminating. Guides, directs, disciplines, coaches and motivates staff regarding work performance, problem solving, and decision making to ensure staff meet work standards. Conducts all aspects of supervision in a professional, consistent and objective manner.
  5. Completes probationary and annual performance reviews on or before the due date(s).
  6. Performs job duties independently and exercise good judgment.
  7. Fosters and promotes a culture of service excellence and accountability.
  8. Patient Services: Responsible for all aspects of their assigned pharmacy's operations., including adherence to established workflow processes, personnel management, pharmacy purchasing and security.
  9. Supervises, trains, counsels and disciplines non- pharmacist personnel.
  10. Under the direction of the Director of Pharmacy develops priorities, assigns work and establishes work schedules to ensure efficient operations and staffing at their assigned pharmacy.
  11. Manages or oversees pharmaceuticals purchasing, inventory management, dispensing, storage, and record keeping systems, in compliance with California Pharmacy laws and regulations for their assigned pharmacy.
  12. Under the direction of the Director of Pharmacy ensures accurate billing of medications dispensed to insured patients, according to PBM contracts.
  13. As directed by the Director of Pharmacy implements quality assurance activities related to their assigned pharmacy including tracking patient safety issues and recommending processes to improve systems and patient care.
  14. Effectively evaluates direct report's performance yearly, within established deadlines.
  15. Ensures that assigned non-pharmacist personnel are trained relative to procurement of prescription medications, patient assistance programs, County pharmaceutical and relevant health programs and 340B Drug Discount Program.
  16. Trouble shoots problems when they arise, exercising good judgment in finding and implementing solutions.
  17. Assists the Director of Pharmacy in developing the annual departmental budget , and monitors their sites budget throughout the year.
  18. Uses discretion and judgment in handling sensitive or confidential information. Answers all employee and client inquiries in a timely and courteous manner. Listens and responds to employee disputes. Understands which decisions can be made alone and which decisions need to involve others.
  19. Complies with organizational policies and procedures.
  20. Performs all other duties as assigned.
Compliance:
  1. Ensures regulatory compliance with State and Federal agencies related to pharmacies and dispensaries, including, but not limited to the following:
  2. CA Board of Pharmacy
  3. Drug Enforcement Administration
  4. 340B Drug Pricing Program
  5. Ensures compliance with all Gracelight Community Health' policies and procedures..
Communication:
  1. Effectively communicates with customers/patients while maintaining privacy of health and drug information.
  2. Communicates professionally and effectively with colleagues at all levels in the organization.
  3. As directed by the Director of Pharmacy actively participates in GCH committees as relevant to pharmacy services.
  4. Consistently and timely informs direct reports of organizational issues s affecting the Pharmacy Department.
  5. Establishes / maintains contacts and relationships with outside organizations and vendors, as appropriate.
EDUCATION/EXPERIENCE:

Required:
  1. Bachelor of Science degree in pharmacy or Doctor of Pharmacy degree from an accredited college of pharmacy;
  2. CA Registered Pharmacist License;
  3. Knowledge of the 340B Drug Pricing Program;
  4. A minimum of 1 years of previous retail pharmacy/community clinic pharmacy supervisory experience.
Preferred:
  1. Experience with drafting policies and procedures.
  2. Working knowledge of spoken Spanish and/or Armenian/Russian language.
  3. Prior experience with Patient Centered Medical Home model of care delivery.
  4. Experience with RX-30 Pharmacy software and automated dispensing systems.
