REPORTS TO: Chief Financial Officer SUPERVISES: Voucher Specialist

SUMMARY: The Grant Compliance Manager will oversee the compliance for a portfolio of publicly funded (local, State, Federal or any pass-through funds from these sources) contracts and grants, serving as a liaison between agency leadership, directors, and grant funding sources. This role provides direct support to the Grant Manager team ensuing vouchers are submitted timely and in compliance with contract terms, guidance over budget development is provided, required monitoring of grant and contractual compliance is followed, and assist in voucher reconciliation, funder reporting and contract progress.

COLLABORATES WITH: Collaborate with the CFO;Controller; finance team; executive team members; program leadership; marketing/development; other YWCA staff members; corporate and individual donors, as needed.

ESSENTIAL RESPONSIBILITIES:

Grants & Contracts:
  • Create and Maintain the master grant calendar that allows ongoing communication with internal staff and external stakeholders regarding progress, areas of improvement and new grant initiative.
  • Provide leadership and oversight on grant compliance requirements and develop organizational practices and processes for documenting grant information and activities, including for audits.
  • Work closely with finance, program/grant leads, and leadership to ensure accurate financial reporting and procedural compliance on grants and sub-awards.
  • Review grant award packets in consultation with senior staff.
  • Provide expertise on grant compliance and interpretation of OMB Circulars and all applicable regulations, policies, and procedures in collaboration with finance staff. Interpret applicable regulations and translate into operational policies as required.
  • Support the capacity building of managers and others involved in grant management and implementation
  • Work with finance staff to ensure that grants are managed properly, that federal dollars are spent in accordance with applicable laws and regulations, and review budget-related expenditures and related reports.
  • Manage accounts and login credentials for government online portals/systems and ensure they are regularly updated and documented
  • Maintain grant files and databases and ensure grant records are properly archived
  • Review grant proposals and agreements to understand the terms and conditions of the grant
  • Ensure that the use of grant funds is in compliance with the stipulations set forth by the grantor
  • Prepare schedules that include each grant life cycle, grantor, federal and local revenue, and all other pertinent information needed to complete the annual Schedule of Federal Awards (SEFA).
  • Work directly with grant accountants and program leadership to develop and implement strategies that allow the agency to optimize grants funds.
  • Meet with the Grant Managers and provide guidance through coaching, address any concerns, processes and procedures that directly affect the grant reporting outcome.
  • Ensure that funds are used as proposed and that all financial reporting is accurate and timely.
Budget Preparation:
  • Provide budget guidance to grant managers and program leadership.
  • Review all grant budgets before submission. Assist in the agency annual budget process.
  • Setup budgets in accounting software and monitor budget activity for grants and contracts within the assigned Divisions. Review final reports before submissions.
  • Assist with grants and contract closeout procedures in accordance with the rules and regulations of the funders.
Audit Support: Support the efforts of the CFO, Controller and Grant Accountants in various external and annual audit activities including response to accounting-related questions; provision of documentation; and closing of audit comments where applicable. Assist with Grant Accountability Transparency Act (GATA) activities. Develop positive working relationships with auditors for both contracts and annual audit.

OTHER DUTIES AS ASSIGNED: Perform such other accounting, financial, ad-hoc analyses, or administrative tasks as may be required from time to time.

QUALIFICATIONS:

Five years of satisfactory full-time professional experience in grants compliance.

A thorough understanding of OMB and all related Federal Grant requirements for Cost Allowability are required. Experience in using a computerized accounting system, inclusive of general journal entries, correcting entries, cost allocations and reporting is required. Have strong computer literacy; proficient in all Microsoft Office Suite is essential and Financial Edge are desired.

The position requires the ability to implement and administrate grant compliance and reporting requirements. The incumbent must be highly skilled in dealing with financial and numerical data, with the ability to manage time according to changing priorities. The ability to manage multiple concurrent projects in a deadline-oriented environment is required. The required quality of work output requires a special emphasis on accuracy, attention to detail and flexibility in prioritization.

Additionally, one must possess the ability to communicate with multiple constituents and to collaborate effectively with people at all levels of authority. Communication skills must include the ability to explain financial concepts to those who may not have a financial or budgeting background, with skills in concept clarification.

EDUCATION REQUIRED:

A bachelor's degree from an accredited college or university in accounting/finance strongly preferred.

WORK ENVIRONMENT: The work environment includes offices. The noise level is usually low. Movement requirements include walking, stooping, or kneeling. There may be a need to reach, lift or move objects, such as packages, supplies and computers.?Normal (or corrected) vision range; ability to see color and to distinguish letters, numbers and symbols are necessary to the work, which may require close viewing. Occasionally may need to lift and/or move up to 30 pounds. Communication needs include seeing, hearing, and speaking. While in the office, there will be periods of sitting, holding a telephone and using computers. Reasonable accommodation may be made for an incumbent to meet the essential responsibilities of the position.

WORK SCHEDULE: HYBRID - Work from home 2 days a week, in office 3 days a week. Normal working hours are Monday - Friday, 9:00 AM - 5:00 PM. This position may require work on some evenings and weekends. Schedule can vary depending on the needs of the agency.
