The Construction Supervisor in the West Gulf Coast region is responsible for executing a wide variety of small to medium projects at various operating HyCO and ASU facilities located predominately in the Texas area. The Project Resources and Outage Support (PROS) organization maintains a multi skilled team to implement EH&S, productivity and reliability projects rapidly and in coordination with the operating facilities. Excellent communication and leadership skills along with a broad knowledge of construction and safety disciplines are required. This position has direct accountability to the Regional PROS Projects Manager located at the Pasadena PROS office, which serves as the PROS hub in Texas.

Additionally, the PROS group in Texas is responsible for supporting HyCO and ASU plant turnarounds in Texas and Westlake, Louisiana. As needed, the construction supervisor would assist with these turnarounds in various roles.

The Construction Supervisor is the PROS representative assigned to the construction phase of a given project. They perform as a liaison between the Project Engineer, Operations and the contractors performing the work. The construction supervisor reports to the Regional Project Manager for administrative purposes. Functionally, they are responsible to each project engineer.

General responsibilities include supervising contractors' work and coordinating the contractors' and Company's activities to ensure that the project is constructed according to plans and specifications, good construction practices, Company policies and standards including safety, and in accordance with required or practical construction schedules.

Responsibilities:

  • Supervise the safe execution of projects

  • Assure that the contractor's workmanship and materials are according to plans and specifications.

  • Develop and control schedules and coordinate the work of the contractors in conjunction with other contractors and Operations. Report any deviations from the schedule as early as possible and recommend remedial action.

  • Serve as liaison between the project engineers and contractors once a project transitions to the field.

  • Schedule planning when needed to clarify questions and obtain necessary decisions.

  • Issue reports to include: 1) progress, 2) status, 3) plans, 4) manpower, 5)manpower availability, and 6) projection of manpower needs for larger projects.

  • Provide coordination between contractors and Operations in order to expedite issuing/receiving of daily safety work permits.

  • Assist with the preparation of cost estimates and provide field information as may be required to properly plan and design projects.

  • Upon completion of field activity, provide marked prints to the respective project engineers so that "as-built" drawings can be generated.

  • Develop a system to collect daily or weekly man-hour summary sheets and any material invoices associated with T&M projects. Have the respective project engineers sign to signify their approval and return signed sheets/invoices to the contractors so they can submit required backup documentation when invoicing.

  • Assist in any accident investigations associated with construction activity.

  • Ensure a complete mechanical design package is provided to the contractor. Work with the project engineer to address omissions.

  • Witness field and local shop pressure tests and NDE when requested.

  • Verify that contractors have received required safety training prior to arriving onsite.

  • Lead daily safety meeting in the field with contractors and operations

  • Supervise crane activities and if required assist contractor in developing lift plans. Ensure compliance with APCI Crane standards.

  • Travel: Position requires approximately 75% travel, mostly day trips in the Houston area, but some overnight trips required to outlying plants. Plant turnarounds require full time on site presence for durations up to 6 weeks.
