This is a job for a Subcontracts Administrator position with the company located in the Pascagoula, MS area. Job Summary: The Subcontracts Administrator (SCA) will have a working knowledge of Government contracting practices (i.e. Federal Acquisition Regulation (FAR (and Defense FAR Supplement (DFARS)). The SCA will be required to apply analytical skills to gather information, discern best value, develop acquisition strategies, and systematically document all phases of a negotiated action. An understanding of various types and methods of contracting, subcontracting and purchasing, as well as a working knowledge of relevant government regulations, is essential. Effective communication skills are critical for networking, coordination, and team work to meet strict quality, delivery, and cost deadlines. Develops subcontract specifications, work statements and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders' conferences, analyzes, and evaluates proposals, negotiates subcontract provisions, selects, or recommends subcontractors, writes awards (with supervision), and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. The SCA will be expected to demonstrate creativity and latitude to meet established goals and objectives. Will require the capacity to self-direct and reprioritize activity to support business needs and meet deadlines. May be assigned discretionary authority to provide work direction and constructive feedback for other employees within the department. Responsibilities: Working individually or as part of a team, assisting with the negotiation of short and long-term agreements for raw materials, parts, subassemblies, finished goods, MRO (maintenance, repair, and operations) materials, equipment, tooling, supplies and/or services from suppliers. Participating in day-to-day subcontract administration activities including Market Research Supplier Sourcing; Basic Price/Cost Analysis. Issuing purchase orders. Following up with requesters and end users regarding purchase orders. Assisting with supplier metrics and advising suppliers of their performance. Reviewing statements of work material specifications, service contracts, and terms and conditions when required. Acting as liaison and point of contact with the supplier on formal communications and deliverables. Acting as liaison and point of contact for coordination and communication all departments on subcontract related issues. Promoting continuous improvement in the procurement organization. Gathering information to evaluate the financial stability, technical capability, process control, capacity and continuous improvement techniques of suppliers when required. Following all Supply Chain policies, procedures, guidelines, and instructions including those regarding the procurement of materials and ability to keep information regarding all purchasing or commodity strategies confidential. Maintaining close communication with Supplier account and customer service personnel, and management levels, if necessary, to minimize risk because of supplier capacity issues, plant shutdowns, and other day to day disruptions that may affect VTHM and/or open purchase orders. Assisting related departments when applicable. Conducting supplier site audits and investigations when required. Working under pressure and, in some cases, tight deadlines. Working with minimal supervision. Qualifications: Bachelor of Science/Arts degree in Business or Finance and 6 years of experience, or Master of Science/Arts degree and 4 years of experience, or 6 to 8 years' experience related to subcontracting can be substituted for Bachelor of Science/Arts degree. Shall have a working knowledge of the FAR and DFARS. Basic software worksheet techniques. Good communication and writing skills.
