Summary This position is located in Everglades National Park, in the Visitor and Resources Protection Division. Open to the first 100 applicants or until 11/01/2024 whichever comes first. Responsibilities Major Duties: Supervise a team of at least four employees, volunteers, and/or noncontractor personnel tasked with performing Recreation Fee Program related duties in which more than 75% of the subordinate workload is at the GS-03 and/or GS-04 grade level, and less than 25% of the subordinate workload is at the GS-05 or GS-06 grade level. Supervisory duties require the incumbent to assign daily work assignments to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; evaluate work performance of subordinates; validate routine audit findings; give advice, counsel, or instruction to employees on both work and administrative matters; identify developmental and training needs of employees, providing or arranging for needed development and training; and find ways to improve the quality of the work directed. Serve as a technical authority for the resolution of especially difficult or sensitive technical problems associated with the collection, deposit, tracking, and expenditure of fee revenue and donations. Conduct analysis to validate fee transactions and determine the adequacy of existing fee systems and technologies. Make recommendations for operational adjustments. Evaluate the functionality of new fee related systems or modifications to existing systems as a result of regulatory and program requirements. Make recommendations for operational adjustments. Test reservation system functionality in automated reservation systems such as Recreation.gov and report findings as appropriate. Approve or deny formal refund requests submitted by the public in the system. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-11/01/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-7 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-6 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Providing information or assistance to the public in a business or recreation setting; instructing groups of people or individuals; and compiling and analyzing information to report. Experience also included handling, tracking, or depositing monies; using software programs to maintain fee and stock data; resolving issues that arise in the remittance process and assisting staff with fee issues; and using tools or equipment (e.g., cash registers, calculators, etc.) to make sales transactions. You must include hours per week worked. -OR- EDUCATION: Successful completion of one full year of graduate-level study (18 semester hours or equivalent) that directly applies to the work of the position in a field such as accounting, business, or finance. The education must have been obtained in an accredited college or university. (NOTE: You must submit a copy of your transcript or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are using education to qualify and you do not submit specific course work information as described previously, your application will be rated not qualified. A copy of your official transcripts will be required before entrance on duty, if selected). -OR- Successful completion of a combination of education and experience as described above. Possession of an equivalent combination of education and experience. For example, 6 months of the specialized experience (50% of the experience requirement), and 12 semester hours of graduate study from an accredited institution (75% of the qualifying education), equaling 100% or greater of the total requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: This position may require standing for long periods of time, as well as walking, bending, lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, and other emergency response duties. Working Conditions: This position typically works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work may be frequently performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone and/or in isolated locations. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s.
