SUPERVISORY BUDGET ANALYST

Summary The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 633 Comptroller Financial Management Analysis Flight. Responsibilities Plans, organizes, and directs the activities of 633 Comptroller Squadron ensuring that Financial Management Analyst (FMA) Flight complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and FMA objectives. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the 633d Comptroller Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with SAF/FMB, ACC Headquarters (MAJCOM), Comptroller, Group/Squadron Commanders, Resource Advisors, DFAS, Joint Base Partnership Council, Intermediate Command Summit, and other tenant organizations. Ensures actions taken by subordinate supervisors meet regulatory compliance, customer needs, and are in line with overall mission and goals established for the squadron. Reviews mission objectives, procedures, and organization design to ensure that squadron is in best position to meet regulatory, mission, and customer objectives. Shares in directing the planning and organization of the activities of the Comptroller Squadron, ensuring that financial advice and planning, resources control, program planning, cost estimating, budget functions, statistical analysis and reporting, and financial management automation systems comply with legal and regulatory guidance and meet mission needs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes a full range of Comptroller services directly affecting the operation of a large sized military installation comprised of an Air Force base and an Army base (Joint Base Langley-Eustis), Headquarters Air Combat Command, and two wings. Comptroller services provided by the squadron include establishing financial management policy and programming, budgeting, contract cost performance analysis, cost analysis, and financial oversight of appropriated funds for the wings and tenant organizations for Joint Base Langley-Eustis. Comptroller provides a wide variety of essential financial services to numerous, varied, and complex technical, professional, and administrative functions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of budgetary laws, regulations, method, practices, and procedures to formulate, justify, and execute assigned budget to support the mission, structure, goals, and work processes of support activities/organizations. Knowledge of safety and security regulations, practices, and procedures. Knowledge of a wide range of financial management principles, methods, techniques, and systems. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to conduct studies, analyze data, develop alternatives and makes recommendations to resolve budget problems. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
