Assists executives in developing application and technology management strategies. Responsible for directing system development lifecycle work such application requirements analysis, design, procurement, development, implementation, and maintenance while assuring interoperability with the rest of the organizations application systems and related IT infrastructure. Develops and evolves the organizations architectural framework for software development lifecycle management guiding information system development, maintenance, and enhancement efforts. Directs business process analysis, research and analysis, and project management methodology to assure understanding of user and business requirements and ensure those requirements can be agreed and achieved through high quality deliverables. Work closely with the business users, vendors, developers, and engineers to continuously monitor evolving business needs and application and technology advancements. Align application and technology ensuring integration capabilities among information systems and the IT infrastructure. Understand the interactions between systems, applications, and services within the environment, and evaluate the impact of changes or additions. Educate the organization as to environment and technology changes influencing business process and technology choices. Analyze and test systems to assure usability, performance, security, and reliability. Role includes responsibility for overall direction of the following: • Activities of Information Technology professional staff to implement efficient and cost-effective infrastructure and business solutions supporting AMC objectives; • New technology, application and support tools evaluation and procurement, including the analysis of new and emerging technologies applicable to the health care environment and the acquisition of new technologies, applications or information management tools through a disciplined procurement process; • Architectural planning including requirements for additional and/or upgraded hardware or software to ensure the long-term viability of the AMC information technology (IT) environment; • Special projects as assigned by the CIO or Vice President of IS including, but not limited to the following: o Evaluation of alternative solutions for enterprise wide infrastructure and business capabilities; o Analysis and selection, through a standardized procurement process, of IT and Business technologies; and o Manage technology contractors, following selection, through the development, implementation and maintenance of partnered solutions; o Staff compliance of applicable AMC and Information Technology policies, procedures and practices; and o Establishment of professional growth opportunities for Information Job Description Assists the director in IT strategic and tactical planning including setting priorities, coordinating and reporting program status and issue resolution. Coordinates training across the supported product lines, including the development of staff training and development programs. Works cooperatively with all user groups and affected IT units to coordinate plans and activities including development projects that involve systems, the coordination of software upgrades and the installation of new products. Provides weekly and monthly reports on activity status as well as forecasts of resource utilization. Recognizes and identifies areas where existing policies, procedures and activities require change, or where new ones need to be developed, especially regarding future applications or technical initiatives. Proactively defines and recommends required policies and procedures. Facilitates the development and maintenance of application or technology-based systems, which are designed to support hospital real time operations and/or provide information in a timely and efficient manner. Assigns, coordinates and reviews the work of staff. Qualifications Minimum of a Bachelor’s degree in a Math, Science, Healthcare or other related field, Masters preferred. 5-7 years of experience, with an emphasis on clinical or Healthcare application development, process analysis, reporting, technology planning and implementation. Experience working in health care. 2 + years staff management experience. Requires Strong Project management experience. Experience implementing enterprise wide clinical or Healthcare solutions for a health system or payer to improve patient care and operational efficiencies.
