The Office Vocational Rehabilitation Program, part of the Oregon Department of Human Services (ODHS), is looking for talented individuals with a passion for public service to apply for our Vocational Rehabilitation Counselor (VRC) position. As a VRC, you will work on increasing employment and advancement opportunities for persons with disabilities. You will complete the initial interview, and eligibility determination determines the nature and scope of services necessary to address disability barriers and ensures identified services are provided and/or coordinated with various partnerships. You will provide information and referral to adjunct services that impact independence and enhance employment outcomes.

You will lead to providing culturally appropriate services where individuals are treated respectfully, compassionately, and effectively in a manner that recognizes, affirms, and values the worth of children, individuals, families, and communities, protecting and preserving the dignity of each. This includes culture, language, national origin, class, race, age, ethnic background, disability, stage of development, religion, gender, sexual orientation, and other differences/diversity factors.

ABOUT Vocational Rehabilitation Program

The Vocational Rehabilitation Program (VR) mission is to assist Oregonians with disabilities to achieve and maintain in advance in employment and independence. VR is a state and federally funded program that works in partnership with the community and with business to develop employment opportunities for people who have disabilities. Vocational Rehabilitation programs are custom designed for each individual. Vocational Rehabilitation is a statewide program that serves approximately 12,000 Oregonians with disabilities annually, with a total staff of approximately 280 employees. Oregon Vocational Rehabilitation assists Oregonians with disabilities to achieve and maintain employment and independence. Services include:
  • Vocational Counseling and Guidance
  • Evaluation
  • Physical Restoration
  • Vocational and other training services
  • Information and referral
  • Job Development and Job Search Assistance
Your duties at a glance

As a Vocational Rehabilitation Counselor, you will:

Caseload Management
  • Responsible for performing all functions necessary to manage full caseload and contribute to 40 plans and 24 rehabs per FTE.
  • Assures agency standards for compliance, timelines, and quality are met for all cases.
  • Collect, synthesize, and analyze medical and psychological information to determine eligibility for VR services.
  • Provides ADA and 504 sire assessment to employers. Screen, interview and evaluate referrals to determine potential eligibility for services.
  • Makes determinations regarding physicians, psychiatrists, and medical consultants.
  • Develop and implement rehab plans with each client and tracks progress.
  • Ensures caseload management/movement exceeds agency standards and meets or exceeds State and Federal requirements for documentation.
Budget Management
  • Manages assigned caseload budget, makes and justifies decisions for the expenditure of funds to meet specific individual needs, follows established procedure and documentation procedures.
  • Responsible for managing, maintaining, and monitoring budget.
  • Make recommendations to management as needed regarding budget.
What you need to qualify

A Bachelor's degree in a related field, such as one that promotes the physical, psychosocial, or vocational well-being of individuals with disabilities AND two years of full-time work experience vocational rehabilitation-related services

OR

A Master's degree in Rehabilitation Counseling OR be certified by either the Commission on Rehabilitation Counselor Certification as a Certified Rehabilitation Counselor (CRC), the Certified Insurance Rehabilitation Specialist (CIRS), OR the Certification of Disability Management Specialists Commission as a Certified Disability Management Specialist (CDMS), AND six months full-time work experience providing vocational rehabilitation-related services

OR

A Master's degree in psychology, counseling, or a field related to vocational rehabilitation (such as one that promotes the physical, psychosocial, or vocational well-being of individuals with disabilities) AND one-year full-time work experience providing vocational rehabilitation-related services.

There is no direct experience substitute for a Bachelor's degree.

Working conditions
  • In person office work, this is NOT a remote position

  • Travel may be required to meet business needs or to attend employee training classes. Work in an environment with frequent interruptions due to phone calls and staff or client needs.
  • Must have the ability to prioritize and work under critical timelines.
  • Frequent local or out of town travel is necessary
  • Must possess a valid driver's license and acceptable driving record to use state vehicles. Reasonable accommodations per the ADA or creative solutions in certain cases may be used to meet this need.
