SUMMARY OF DUTIES

The Psychiatrist will be responsible for providing psychiatric services to Hawaii Department of Education (HIDOE) students with disabilities. Psychiatric Services include; Psychiatric Diagnostic Evaluations, Psychiatric Medication Evaluations, Psychiatric Medication Management, Educational Team Planning and Participation, School Consultations, and Court / Due Process Hearing Testimony. The Psychiatrist is supervised by the Clinical Director and/or the Director of Oahu Programs.

  • Conduct comprehensive Psychiatric Diagnostic and Psychiatric Medication Evaluations including assessment of the student's presenting symptoms, psychiatric, physical, developmental history, current mental status.
  • Provide initial psychiatric diagnosis or clarification of existing psychiatric diagnosis according to the Diagnostic and Statistical Manual of Mental Disorders, 5th Edition (DSM-5) (2013).
  • Identify the student's needs in all domains and provide recommendations using a strength-based approach in order to guide interventions that are educationally beneficial and promote academic success.
  • Prescribe psychotropic medications at an appropriate dose to target student's symptoms based on their DSM-5 diagnosis and according to evidence-based guidelines.
  • Determine whether students are taking the appropriate medication and dose for their DSM-5 diagnosis according to evidence-based practice recommendations.
  • Monitor student's response to psychotropic medications, including reduction of symptoms and any side-effects.
  • Provide pharmacogenomic testing if needed.
  • Collaborate with the educational team in planning and developing interventions that are educationally beneficial and promote academic success.
  • Provide consultation to school personnel to problem-solve regarding behavioral management, mental health disorders, socio-emotional variables and how they impact the student's performance in the classroom and guide interventions that are educationally beneficial and promote academic success.
  • Provide testimony as needed as a qualified expert in child-adolescent psychiatry.
  • Provide documentation of all services in the form of progress notes and written psychiatric diagnostic evaluations and medication evaluations.
  • Provide direction to CFS Administrative Assistant as needed.
  • Provide consultation to CFS Psychiatric-Mental Health APRN-Rx as needed for challenging cases.

Services are provided primarily via tele-psychiatry but will require travel to the neighbor islands to see students face-to-face a minimum of once per year.

EDUCATION AND TRAINING REQUIREMENTS

  • Doctoral Degree in medicine with a specialization in child-adolescent or family (across the lifespan) psychiatry from a school accredited by a recognized accrediting agency. Requires knowledge of an advanced type.
  • State of Hawaii MD License in good standing.
  • Board Certified (BC) in Child-Adolescent Psychiatry or Family Psychiatry (Across the Lifespan).

EXPERIENCE

  • Over 3 years psychiatry residency and additional 4 years' experience in child-adolescent psychiatry required.
  • Over 6 years' experience in child-adolescent psychiatry, experience working with the local population in Hawaii; and/or experience working with HIDOE students preferred.

  • Good interpersonal and professional skills and able to work collaboratively as part of a team.
  • Able to work in a fast-paced environment, handle multiple tasks, work under moderate to high levels of stress, adapt well to change, a strong work ethic, professional leadership skills, a high degree of tact, and the ability to work independently.
  • Experience in working with children and adolescents with disabilities and their families, assess their needs, provide strength-based recommendations to meet those, needs and abide by the legal, policy and procedure requirements governing service delivery.
  • Experience in conducting psychiatric diagnostic and medication evaluations, prescribing psychotropic medications, and monitoring for efficacy and side effects.
  • Experience in providing consultation, including knowledge of evidence-based practices, clinical training, and clinical supervision.
  • Able to assume or assign professional responsibility for work completed, ensure service delivery is performed according to organization's mission statement, policy and procedures, and service philosophy.
  • Competent in the use of a personal computer, data base management software programs, Microsoft word, Excel spreadsheets, PowerPoint, and routine office equipment such as facsimile machine, scanner, and copier.
  • Able to occasionally work flexible hours, including evenings and weekends if needed.

OTHER POSITION REQUIREMENTS

  • This job requires a valid Hawaii driver's license, a clear driver's abstract, and willingness to travel in personal vehicle and/or rental car on an as-needed basis throughout the islands.
  • Verification of licensure/certification will be required at time of appointment/hire, and continued employment is contingent on maintaining licensure/certification.
  • This position is subject to a criminal background investigation and continued employment is contingent on a record clear of convictions.
  • Continued employment in this position is contingent on successful completion of CPR-BLS, ALS, or PALS training and NCI-CPI training as such training is necessary to ensure ability/continued ability to perform essential functions of this job.
