Job Description:

Summary:
The Regional CFO shall plan, direct, and monitor the activities of assigned facilities and services to ensure the promotion of Ballad's Mission, Vision, and Values. As a member of the Administrative Staff, the CFO participates in formulating long-term strategic and business plans to ensure the continued viability of their market.

The CFO is responsible for providing financial leadership to the staff of the facilities and services in their market.

The CFO is responsible for directing and monitoring all reporting directors/managers in the developing and implementation of long- and short-term departmental plans which support Ballad's Mission, Vision, and Values. The CFO will select management personnel with the experience and skill necessary to promote stable leadership at the departmental level. These plans include the development of annual goals and objectives, annual operations and capital budgets, facilities development, equipment evaluation and selection, personnel selection, assignment, development and evaluation, resource allocation, and customer relations. The CFO is responsible for evaluating the work performance of all reporting directors and managers.

The CFO is responsible for ensuring that Ballad's policies are consistently observed and for directing the development and implementation of appropriate departmental policies and procedures for reporting departments. The CFO is accountable for compliance with all pertinent The Joint Commission standards, and local, state, and federal regulations by reporting departments. As an integral part of the Market's Executive Leadership Team, the CFO is required to actively participate in the organization's performance improvement, organizational improvement, and re-engineering programs, and to cooperate with interdepartmental projects to improve quality of service and reduce costs. The CFO is accountable for practicing fiscal responsibility by holding reporting directors and managers accountable for developing realistic annual operating and capital budgets, conserving resources, and monitoring expenditures to ensure they remain within budgeted parameters.
The CFO will ensure that productivity measures are established and adhered to for every department and that these targets are established moving the department toward the lower of the Ballad benchmark or the Premier benchmark and will focus on productivity daily and develop this culture in all facilities ensuring that tools are in place to make this possible i.e., Smart Square. The CFO will be the catalyst for financial improvement for all facilities in the market and will drive initiatives to eliminate waste in the system. The CFO will review operations from a market perspective to identify opportunities for improvement ensuring the Ballad is stronger as opposed to the individual facility. The CFO should be able to articulate the impact of such decisions on the operating margin of the facilities impacted. The CFO will be active in all physician agreement negotiations for the region including review of HPAC material and then regularly review hospital supported clinic performance at both the clinic and hospital level working closely with Ballad Health Medical Associates ensuring maximum performance. The CFO will assist in establishing long- and short-term targets for operating EBITDA margins and work closely with hospital leadership to develop a plan to achieve this. The CFO will review pro-formas related to threshold capital projects and new services lines prior to submittal to senior management. The CFO will promote Lean, Six Sigma, and PDCA concepts and practice to improve operations. The CFO will persist as appropriate to integrate quality and financial performance. The CFO will review month end financials and provide feedback as appropriate prior to close. The CFO will review facility budgets, five-year plans, etc. prior to senior management review. The CFO will act as a facilitator and resource with various corporate functions and will challenge corporate allocations for appropriateness. The CFO will seek ways to condense the month end close schedule and budget cycles so that adequate time is available for review. The CFO will as act as a resource on the Capital Allocation Committee and will attend facility finance and board committees as necessary. The CFO will attend regular reviews of hospital supported clinics to pursue maximum performance at the facility and practice level and will ensure the adequacy of system tools to measure financial performance in all areas.
The CFO will require reporting directors and managers to regularly inspect the facilities and equipment in their areas to ensure performance of maintenance and repairs necessary for optimum operating conditions. The CFO is responsible for assisting all departments to maintain the skilled and qualified staff necessary to provide quality service, and for monitoring the performance of managers to ensure that ongoing educational opportunities, including attendance at programs, are provided and that all employees are treated with dignity, fairness, and consistency, within the guidelines set forth in Ballad Health's Human Resources Policies and Procedures. The CFO is accountable for maintaining harmonious interactions between departmental personnel and their customers, including patients, family members, visitors, physicians, clergy, other hospital employees, and the public. The incumbent will require all reporting managers to ensure that their employees know and understand Ballad's Mission and Vision and uphold its values. The CFO is expected to set an example for all employees of commitment and loyalty to Ballad Health by openly supporting and participating in organizational projects and events. The incumbent is expected to lend technical assistance and act in a consultant role to network health care providers. The CFO is accountable for maintaining professional expertise and further developing leadership skills through ongoing education. The CFO will serve as the administrator on call on a rotating basis; this involves 24-hour/7-day availability during the on-call period.

Requirements:
Master's degree in a management discipline required. Bachelors degree with additional 5 years of financial leadership experience may be accepted in lieu of Masters Degree. This position requires a minimum seven years of progressively responsible supervisory/management experience, at least five years of which should be at a Department Director level in a health care environment. The incumbent will be required to update professional expertise, and to develop management/leadership skills through continuing education throughout tenure in this position. Well-developed interpersonal and communication skills are essential.
