Urban Search & Rescue (US&R) Analyst Subject Matter Expertise (SME)
Responsibilities:
- Shall assist military and government service personnel in the design, planning, coordination, synchronization, preparation, and execution of the US&R training/exercise events.
- The US&R Observer Controller/Trainer (OC/T) Team requires full time equivalent US&R SME to enable US&R training and evaluation mission capability within the team.
- Planning and coordination may include the development of training Master Scenario Event Lists (MSEL) or other scripted training scenarios to develop US&R technical rescue skills and Technical Support Forces (TSF) unit emergency response skills.
- Planning and coordination may include unit or venue specific visits, including planning meetings and Site Surveys.
- During the execution of US&R training exercises and evaluations, the US&R Analyst SME support will focus on the six technical rescue disciplines, levels I and II.
Qualifications:
- Deep understanding of US&R principles, techniques, and procedures.
- Experience in emergency management, disaster response, or related fields. Also, conducting site surveys and assessments.
- Ability to develop training scenarios, MSEL, and scripted scenarios. Able to analyze training exercises and evaluations to provide constructive feedback and recommendations for improvement. Ability to adapt to changing circumstances and adjust training scenarios based on evolving needs. Quick thinking and ability to make sound decisions under pressure.
- Skills - Strong organizational and planning, clear and effective communication, collaborative and leadership-oriented, project management.
- Strong commitment to safety protocols and best practices.
- Possess experience and knowledge of working in this field as emergency responder and they shall be accredited by either the International Fire Service Accreditation Congress (IFSAC) or the National Board on Fire Service Professional Qualifications (Pro Board).
- Be fully qualified in accordance with (IAW) Occupational Safety and Health Administration (OSHA) requirements, National Incident Management System (NIMS), and National Fire Protection Association (NFPA) 1670 training qualification standards.
- Possess knowledge of current Army Tactics, Techniques and Procedures (TTPs), Training and Evaluation Outlines (T&EOs) and concept of employment operations for the specific mission being supported in order to train and evaluate TSF personnel in the same manner their TSF unit will respond to a CBRN incident.
- Possess experience and knowledge of TSF chemical, medical, and search & rescue units and how they conform to Incident Command System concerning command & control, search & rescue, medical, mortuary affairs, mass casualty decontamination, and reconnaissance operations.
- Possess Hazardous Material First Responder Operations Level certification. First responders at the operational level shall have received at least eight hours of training or have had sufficient experience to objectively demonstrate competency in the following areas, in addition to the first responder awareness level:
- Knowledge of the basic hazard and risk assessment techniques.
- Know how to select and use proper personal protective equipment provided to the first responder operational level.
- An understanding of basic hazardous materials terms.
- Know how to perform basic control, containment and/or confinement operations within the capabilities of the resources and personal protective equipment available with their unit.
- Know how to implement basic decontamination procedures.
- An understanding of the relevant standard operating procedures and termination procedures.

Fort Custer, State Fire Colleges, local fire departments, Las Vegas, Pascagoula, Seattle, Birmingham, Charleston, Little Rock, or other locations selected for training.
