Circinus is seeking a highly organized and experienced Program Manager to oversee our Infrastructure Operations Performance Requirements contract. The ideal candidate will be responsible for providing diverse IT infrastructure services in compliance with agency and federal directives, policies, and procedures. This role requires effective program management skills to ensure the successful delivery of services while maintaining the highest standards of quality and security.

  • Develop and maintain a comprehensive Program Management Plan (PMP) outlining the approach and schedule for implementing requirements and achieving performance standards.
  • Utilize sound program management principles, consistent with Project Management Institute (PMI) knowledge areas, to oversee the technical effort outlined in each individual Task Order.
  • Conduct kickoff meetings with government and contractor personnel to establish roles, responsibilities, and project approaches.
  • Interface with the COR to plan, organize, manage, staff, and control all work awarded under Task Orders.
  • Develop and maintain Work Breakdown Structures (WBS) and schedules consistent with Task Order requirements.
  • Ensure accuracy and completeness of quotes submitted in response to Task Order requirements.
  • Participate in PMR briefings and develop Monthly Management Reports for COR and OCIO management.
  • Prepare and submit Task Order Performance Reports, Monthly Management Reports, and an Annual Performance Reports.
  • Develop and submit a Quality Control Plan (QCP) and ensure adherence to quality requirements.
  • Develop and execute a Risk Management Plan, documenting all identified risks and issues in a Risk Register and Issues Log.
  • Implement proactive risk mitigation and contingency planning, tracking the status of mitigation activities.
  • Participate in periodic issue and risk reviews with COR to discuss mitigation plans and contingency measures.
  • Develop a business process transition plan with detailed tasks, resources, schedule, assumptions, dependencies, and risks.
  • Coordinate transition activities with incumbent and future contractors with minimal impact to IT infrastructure and end users.
  • Promote contract benefits to the user community and ensure a seamless transition experience for end users.
Requirements
  • Active Top Secret clearance required
  • Bachelor's degree in a relevant field; Master's degree preferred.
  • Project Management Professional (PMP) certification highly desirable.
  • Minimum of 15 years of experience in program management within the IT infrastructure domain, preferably in government contracting.
  • Proficiency in project management tools and methodologies.
  • Excellent communication and interpersonal skills, ability to interact effectively with government stakeholders and contractor teams.
  • Strong leadership abilities with a focus on team building and collaboration.
