Job Summary
Provides community-based substance abuse assessment, treatment, and case management to youth and their families. This includes consultations, evaluations, and counseling services on a continuum of care. Works collaboratively with Youth Justice, Child Protection, and other county services that may be involved in engaging clients in treatment, providing individualized care, and recommending other services when necessary to meet the youth and family's needs.
Essential Duties
Screens and assesses clients referred for AODA services to determine the appropriate level of care and service needs.
Completes bio-psychosocial assessments including evaluation of client needs and strengths. Assists in designing individualized supports and interventions. Develops and implements service plans that take into account mental health needs and trauma-informed care.
Provides individual, family, and group counseling in a variety of community settings. In addition to office-based appointments, clients may be seen in homes, schools, or other program sites including Shelter Care and juvenile detention as necessary to meet client needs, facilitate access to care, and enhance engagement in services.
Works with the youth, family, and other team members on crisis prevention, safety planning, and determining appropriate responses and follow up to crisis situations.
Works with a multi-disciplinary team, actively communicating on client needs and problem-solving solutions.
Plans, recommends, and implements referrals of clients and their families to appropriate agencies for treatment and follow up. Provides linkage to other services or support systems in the community. Assists with coordination of services to reduce duplication and increase cooperation between service providers.
Provides feedback to primary case manager, other providers working with the youth and family, or the courts as needed regarding progress, additional service needs, placement considerations, and other recommendations as requested.
In situations where no other county case manager remains involved, provides case management including assessment of needs, referrals to appropriate services, and monitoring of service provision and progress.
Provides psychoeducation and preventative services for youth and families. Serves as consultant to other county staff, outside agencies, and committees regarding substance use disorders and treatment.
Serves as Substance Abuse Professional on Comprehensive Community Services (CCS) teams as needed.
Fulfills all mandated reporting duties to the appropriate agencies and departments required.
Assists in program development and participates in program implementation.
Supervises students and other trainees, as assigned.
Attends staff meetings, in-services and outside agency training sessions.
Maintains the confidential nature of client and business information.
Complies with all local, state, and federal laws governing clients and the rendering of services.
Completes and maintains necessary documentation according to applicable requirements, codes and policies.
NON-ESSENTIAL DUTIES:
Performs related functions as assigned.

Minimum Qualifications Required
Education and Experience:
Bachelor's degree in health/social services discipline, plus two years experience in alcohol and other drug abuse field; a background or interest in working with youth who are either currently using or have a history of use, or any equivalent combination of education, training and experience which provides the necessary knowledge, skills and abilities. Masters preferred.
Licenses and Certifications:
Substance Abuse Counselor In-Training (minimum) or; Substance Abuse Counselor (SAC) or; Clinical Substance Abuse Counselor (CSAC) preferred. Those who do not currently have their CSAC credential will be required to obtain the full credential within 2 years of employment
Valid Wisconsin Driver's License
Knowledge, Skills & Abilities
Knowledge of alcohol and other drug abuse dynamics, theories, programs and treatment methods.
Knowledge of AODA Confidentiality Laws (state/federal regulations).
Ability to form positive relationships and engage clients and their families in treatment.
Ability to relate well to both the professional and nonprofessional members of the substance use recovery, criminal justice, and health care communities.
Ability to assess, evaluate and diagnose substance use disorders and other related issues and determine the need for service.
Ability to follow oral and written instructions.
Ability to establish and maintain effective working relationships with staff and the public.
PHYSICAL DEMANDS:Lifting 20 pounds maximum with frequent lifting and/or carrying or objects weighing up to 10 pounds.
Intermittent sitting, standing and walking; occasional driving.
Using hand(s)/feet for repetitive single grasping, fine manipulation, pushing and pulling, and operating controls.
Occasional bending, twisting, squatting and reaching.
Communicating orally in a clear manner.
Distinguishing sounds at various frequencies and volumes.
Distinguishing people or objects at varied distances under a variety of light conditions.
