Clinical Manager

POSITION SUMMARY
The Clinical Manager is responsible for oversight of services provided by the Clinical Programs under their direct oversight, including the selection, training, and supervision of Supervisors and Clinical staff. This manager will be responsible for implementation of Hoyleton's integrated healthcare model and will successfully meet funder and agency implementation expectations and timelines. Ensures compliance with applicable state and federal, including Medicaid rules and regulations, and for all specific program compliance requirements. The Clinical Manager will collaborate with the Behavioral Health leadership team, the integrated health care team members, and other internal and external partners to ensure coordination of comprehensive health care for clients. This position will also be responsible for community provider education on all programs they directly oversee, collaboration for the coordination of services, and data sharing within the designated service area. As a member of the Leadership Team, assists with the development of the program budget, organizational policy, and other administrative initiatives. This position requires advanced knowledge in the field of psychiatric diagnosis and treatment and community mental health obtained through a combination of work experience and intellectual instruction.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Responsible for approving the medical necessity of treatment for behavioral health clients in accordance with psychiatric diagnosis and Medicaid standards through individualized mental health assessments completed by subordinates in behavioral health programs.
- Responsible for hiring supervisors and clinical staff to include interviewing, selecting, and training program staff. Monitors employee performance and completes all staff evaluations for direct reports. Works collaboratively with the HR Dept. to resolve any performance issues or concerns.
- Implements evidence-based interventions and develops standard operating procedures for clinical programs as assigned.
- Assists with departmental strategic planning and collaborates with providers in designated service areas related to care coordination for all clients within their programs.
- Maintains positive relationships and open communication with community providers and others with whom the agency collaborates on behalf of clients. Resolves any concerns regarding care coordination, linkage to services and/or engagement in services for youth/families that are enrolled in Hoyleton's Behavioral Health Programs.
- Ensures that the program metrics and requirements are fulfilled and up to date on all State reporting requirements.
- Responsible for all program reviews and the success of the program's key performance indicators.
- In coordination with program supervisors, the manager will regularly monitor Clinical Staff caseloads on a sufficient basis to ensure caseloads are balanced, consistent with agency expectations and to ensure staff accountability.
- Educates team members and other staff as assigned on Medicaid requirements and ensures that the Medicaid component of programs is fulfilled consistent with Medicaid standards.
- Remains current on contractual requirements and ensures compliance. Ensures all performance goals of all contracts/grants and payer sources are achieved.
- Required to complete all required HFS and agency trainings.
- Adheres to and follows all other required duties necessary and assigned by direct supervisor.
SKILLS and ABILITIES
- Strong organizational and time management skills.
- Excellent oral and written communication skills.
- Skills in making public presentations, and in conducting formal training internally and externally.
- Ability to develop and maintain relationships with community providers in the assigned service area for programs under their supervision.
- Understanding of Systems of Care, Wraparound principles, and suicide prevention theories and practices is preferable.
- Interpersonal skills to work with the staff of all departments, leadership, and community organizations.
EDUCATION AND/OR EXPERIENCE
- Required: A Master's Degree in Social Work, Counseling, or Psychology from an accredited program, or in a related human service field.
- Required: Currently holds IL License of Clinical Social Work (LCSW), Licensed Clinical Professional Counselor (LCPC), or Licensed Marriage and Family Therapist (LMFT).
- Two years of administrative and clinical supervisory experience is required.
- Possess the experience, personal qualities, and practice skills to work effectively with professionals from a variety of disciplines both internally and with other organizations.
CARE & TCI
One of the essential job functions of any position within the agency is to align your performance with our overarching philosophy of CARE. All decisions, actions, communication, and performance should align with the six CARE principles (Developmentally Focused, Family Involved, Relationship Based, Ecologically Oriented, Competence Centered, and Trauma Informed). Not only must you complete the CARE training with satisfactory participation, but you must then put that training into practice in your everyday work.
Every employee must also pass TCI training with a satisfactory grade in written and/or physical testing. All employees must remain current on refresher training that is provided monthly at all locations. You will be tested every 6 months on the physical portion, if applicable to your position. You will be tested annually on the written portion regardless of your position. If you are not current on your TCI refresher training every six months, you will be required to retake the full course. If you do not pass either test, you may be required to retake the full course. Not only must you complete the TCI training with satisfactory participation, but you must then put that training into practice in your everyday work.
