Grant Writing Consultant

The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

PROGRAM OVERVIEW

The Bureau of Alcohol and Drug Use Prevention, Care, and Treatment (BADUPCT) within NYC DOHMH works to close gaps and reduce overall morbidity and mortality related to alcohol and substance use among New Yorkers. BADUPCT develops, implements and evaluates interventions and prevention strategies through contracting of treatment, recovery and support services; policy analysis and development; epidemiology and surveillance; dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration. The Bureau amplifies the voices of those most impacted and focuses on inequitable structural, social, service, and communication factors that drive disparities.

In 2023, FPHNYC and DOHMH will select and award three organizations in NYC currently conducting outreach to people experiencing homelessness (PEH) to participate in a new initiative called Integrating Substance Use Harm Reduction into Outreach to People Experiencing Homelessness (IHARP). IHARP is a capacity-building initiative aimed at expanding the provision of essential supports, resources, and services to people who use drugs (PWUD) during outreach. The objective of the project is to improve the capacity of non-profit organizations that serve PEH who use drugs to integrate a comprehensive harm reduction approach. DOHMH will provide contracted organizations with funding, technical assistance, and training to achieve a set of benchmarks focused on increasing their capacity to engage with PWUD more effectively, with the goal of reducing drug-related harms and adopting a person-centered approach to engagement and care.

The IHARP Request for Proposals (RFP) will be released in late April or early May 2023. In an effort to ensure a wide range of organizations are able to apply, including first-time applicants to a DOHMH grant and organizations with limited resources, BADUPCT is seeking a Grant Writing Consultant to offer grant writing guidance and support to applicants.

POSITION OVERVIEW

Under the direction of the IHARP Program Manager, the Grant Writing Consultant will provide grant writing services to non-profit organizations that are interested in receiving grant writing support in preparation for applying to the IHARP RFP. The time period for this position will be during the six weeks between the RFP release date and the application deadline (six weeks after release date).

RESPONSIBILITIES

  • During the first week, the Consultant will schedule and meet with DOHMH IHARP staff to discuss the initiative and the RFP, pose questions as relevant, and develop a plan for grant writing services, identifying areas of potential support to applicants
  • During the next five weeks, for each interested IHARP RFP applicant, the Consultant will independently:
  • Schedule and complete 45-minute virtual consultation (via a platform of Consultant's choice, so long as applicants are able to utilize said platform)
  • Offer, schedule, coordinate and provide a follow-up service of the applicant's choice (e.g., second follow-up consultation, review/critique of written grant proposal sections), for a maximum of four hours of consultation work per applicant.
  • Consultant will email IHARP Program Manager with any questions
  • To ensure fairness, DOHMH staff must be blinded to any specifics related to RFP applicants. As such, Consultant should not cite any identifying information about applicants in any communication with DOHMH. All general questions posed by the Consultant to DOHMH, with associated answers, will be made public for all applicants to see.
QUALIFICATIONS
  • At least five years of experience with grant writing
  • Demonstrated success in guiding and supporting non-profit organizations with government grant applications, with track record of successful applications
  • Excellent written and oral communication skills.
  • Ability to both work independently and collaborate effectively
  • Certificate in grant writing
  • Background in public health, substance use, and/or harm reduction
  • Demonstrated understanding of structural racism and principles of health equity, and commitment to advancing health equity
  • Fluency in Spanish to assist potential applicants who may be more comfortable speaking or writing in Spanish to translate into English as needed
LOCATION

Consultant will meet virtually with RFP applicants and otherwise communicate with applicantsand DOHMH teamvia email and telephone.

HOURS

Estimated 15-20 hours per week for a duration of six weeks to be hired the date of RFP release. Rate is $50 per hour. This position will be hired through a staffing agency.
