Job Description

The Project Engineer is responsible for the development and implementation of capital projects at the Jefferson, PA Site. Key deliverables include maintaining high safety performance standards, regulatory compliance and delivering reliable operability as intended in the project scope with completion on schedule and on budget. The Project Engineer will also provide technical support as needed to assist in maintaining safe, reliable manufacturing operations.

Job Responsibilities
  • Maintain high safety performance standards at all times.
  • Maintain regulatory compliance at all times.
  • Function as the Project Manager for capital projects.
  • Work with the appropriate site departments, and corporate and local engineering firms to develop project scopes, permit requirements, cost estimates, and installation schedules
  • Maintain compliance with OSHA PSM (PSI, MOC, PHA, PSSR, etc.)
  • Understand and comply with engineering standards and code requirements.
  • Obtain environmental, building, and safety permits as required.
  • Prepare and submit capital project approval requests.
  • Work with various disciplines, including drafting, to complete detailed designs, process flow diagrams, P&IDs, control systems, plot plans, isometric drawings, etc.
  • Prepare specifications and obtain competitive bids/quotes for equipment, materials and contractor services.
  • Prepare purchase requisitions.
  • Prepare detailed cost estimates and manage project costs to meet budgetary requirements.
  • Prepare detailed project schedules and manage to meet completion deadlines.
  • Work with site construction manager on construction plans and selection of contractors.
  • Provide training and start-up support including procedures and manuals.
  • Work with site reliability engineers on spare parts and maintenance strategy.
  • Maintain detailed project documentation for future reference.
  • Provide troubleshooting and ongoing post-project support as needed.
  • Assist in developing annual site capital budget by providing budgetary estimates.
  • Participate on multi-departmental teams addressing site issues.
  • Provide general technical support to site departments as needed.
  • Provide regular updates on project status, spend, and cost forecasts.
Education & Basic Skill Requirements
  • B.S. in Chemical, Mechanical, or Electrical Engineering from an ABET accredited college or university is required.
  • 3+ years minimum of capital project management experience.
  • Experience with construction projects and codes especially in the chemical industry.
  • Knowledge of basic safety (OSHA PSM) and environmental regulations as they pertain to chemical plant operations.
  • Able to develop and execute project schedules.
  • Able to develop cost estimates and manage project budgets within those estimates.
  • Basic computer skills (spreadsheet, word processing, presentations, email).
  • SAP and knowledge of a scheduling system is a plus.
  • Excellent interpersonal and communications skills able to work within teams and as an individual.
  • Ability to interact effectively at all levels within the plant.
  • Self-starter and initiator.
  • Ability to effectively manage multiple projects simultaneously.
  • Flexible and able to adapt to changing priorities.
  • Strong organization skills and ability to find practical solutions to technical issues.
  • Good negotiating and influence skills.
  • Experience with PLC, DCS control systems and OSI PI a plus.
