Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQ US Army Forces Command, OG2, G2X Division, Fort Liberty, NC 28310. Responsibilities Serves as senior Security advisor, supervises in technical and administrative operations for Personnel Security, Information Security, Foreign Disclosure, Industrial Security, Special Security Office, and Sensitive Compartmented Information. Serves as the primary point of contact in establishing US Army Forces Command‘s (FORSCOM) leadership in preventing and resolving security incidents. Develops implementation guidance and new approaches on all matters pertaining to the protection of classified and highly sensitive defense information. Establishes and analyzes program metrics for results and impact; assesses program resource requirements; justifies funding/manpower; and assesses performance through inspections. Interprets regulatory guidance and plans, manages, directs, coordinates, synchronizes, and develops clear and comprehensive strategies. Provides technical and administrative supervisory responsibility over civilian, military personnel, and defense contractors. Specialized experience is defined as: Managing, planning, and executing of two or more of the following: Personnel Security (PERSEC), Information Security (INFOSEC), Industrial Security (INDUSEC), Foreign Disclosure (FD), Special Security Office (SSO), and Special Compartmented Information (SCI). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Program Security Security Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. This position has been identified for the Security Professional Education Development (SPēD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPēD) Certification Program. The SPēD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent to obtain the SFPC certification within their first two years of employment. Subsequent SPēD certifications are required with the requirement to complete one per year each consecutive year thereafter in the order mandated by the SPēD certification sequence and/or as mandated by the position supervisor and/or organization leadership. Subsequent SPēD certifications required for this position include: Security Asset Protection Professional Certification (SAPPC): Provides a recognized and reliable indication of a security practitioner's ability to apply foundational concepts, principles, and practices needed to successfully perform security functional tasks, implement programs, and pursue missions to protect DoD assets. And Security Program Integration Professional Certification (SPIPC): Provides a recognized and reliable indication of a security practitioner's understanding and ability to apply risk management and security program management concepts, principles, and practices. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Security & Intelligence Career Field position. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Recruitment/Relocation Incentive: Not authorized. This is a situational/Ad Hoc telework eligible position and it will be determined by the agency, depending upon the terms of the agency's telework policy.
