MELE Associates, Inc. is seeking to add an experienced Program Analyst II team member to support the Department of Energy (DOE) State and Community Energy Programs (SCEP). The Program Analyst II position is located at the Department of Energy Forrestal Building, Washington, DC. This full-time position is contingent upon contract award.

Essential Functions:

  • Perform programmatic and project management support services to support the operation of a program office and senior management through business operations and analytical functions.
  • Manage existing and available data to optimize performance of programs and business functions.
  • Have working knowledge of the concepts for evaluating, recording, implementation, maintenance and enhancements or programmatic support and control systems.
  • Assist in evaluating and identifying relevant business data.
  • Uses a variety of computer programs to compile information to ensure all applicable data is stored and available for use.
  • Gather information that will be used by different Programs to help draw conclusions that will assist with ways to determine changes to procedures or improve business operations.
  • Assist with providing information in the form of reports, information guides, spreadsheets and other customer administrative documents and business tasks.
  • Create presentations using visual depictions of data, graphs, and charts.
  • Comfortable working independently.
Minimum Qualifications:
  • Bachelor of Arts (B.A.) in business administration, accounting, public administration or related discipline that provides the functional skills to perform the functions and responsibilities described in the position description is required. Four (4) years of relevant education/experience may substitute for a Bachelor’s degree to meet the minimum education requirements.
  • Five (5) years of related experience (nine (9) years for staff without a B.S. or a B.A) are required. A Master’s degree in a related discipline may substitute 2 years of relevant experience in fulfillment of the minimum experience requirement.
  • The ability to obtain/maintain a DOE L or Q clearance.
Preferred Qualifications:
  • Current and active DOE Q Clearance.
  • Master’s degree in business administration, data analysis, public policy or related discipline.
This position is contingent upon contract award.

Location: This is a full-time position in Washington, DC 20585, USA
  • Telework options are available with a requirement to be in the office at least three days a week, based on the level of in-person meetings and office needs.


SALARY: Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position.
