Polk County Utilities provides safe drinking water, wastewater collection and treatment systems to nearly 68,000 accounts in unincorporated communities throughout the county. In some service areas, this division also provides reclaimed water.

Polk's Utilities program:

Produces and distributes 18.9 million gallons of drinkable water each day

Collects and treats 8.6 million gallons of wastewater each day

Produces and distributes 7.4 million gallons a day of reuse water for irrigation

Responded to nearly 23,000 Sunshine One Call requests in 2022 to identify locations of utility lines

The Utilities Division also works closely with agencies such as the water management districts, Florida Department of Environmental Protection and other municipalities in Polk to provide for future demand through planning and water conservation measures.

Starting Pay Grade: P10 $18.58 Hourly, Non-Exempt

Pay Progression: $18.58 - $26.94 Hourly, Non-Exempt

MAJOR FUNCTION

Performs work scheduling and physically locating all county-owned underground infrastructures in accordance with the Sunshine State One Call of Florida system. This includes processing computerized work orders via the Internet for the physical file location of potable water, wastewater, and reclaimed water lines and all related appurtenances.

ILLUSTRATIVE DUTIES

• Reads and interprets design plans and specifications for the purpose of making field determinations and assessments.

• Responsible for locating all gravity sewer mains, manholes, force mains, water mains, water meters, as well as other finished and unfinished pipeline jobs as necessary.

• Performs skilled work of a specialized nature involving reading complex utility plans and operation of technical electronic locating equipment.

• Monitors and prioritizes incoming locate requests.

• Organizes and schedules routes, excavates subject areas as needed, performs physical locates, posts and maintains records in computer, and ensures full compliance with all locating standards in accordance with the Sunshine State One Call of Florida System.

• Makes both oral and written field recommendations to advise contractors or technicians of any areas of existing infrastructure that may be in conflict with proposed construction or will at least require due diligence attention while the site is undergoing excavation/construction.

• Performs initial, ongoing assessments for sites under construction throughout the duration of the validity period of each work ticket.

• Attends meetings and confers with project engineers, construction contractors, architects, or related parties to identify problems and notes any changes to supervisor.

• Makes notations on daily project records and maintains project files.

• Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS

• Considerable knowledge of standard practices used for locating utilities lines.

• Ability to read and interpret complex utility plans.

• Ability to make and maintain records.

• Knowledge of the use of water, sewer, and electrical locator equipment.

• Must have the ability to work without close supervision and to communicate and cooperate effectively interdepartmentally and with outside agencies.

• Knowledge of Sunshine State One Call of Florida guidelines, the Underground Facility Damage Prevention and Safety Act, Chapter 556; Florida Statutes (F.S.), Florida Trench Safety Act; Part VI, Chapter 553, P.S., the Federal Pipeline Safety Act, and the OSHA standard 1926.651.

MINIMUM QUALIFICATIONS

Graduate of an accredited high school or possess an acceptable equivalency diploma and have three (3) years' experience in water, wastewater and reclaimed water utility installation and location, or, a comparable amount of general construction experience.

Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.

A comparable amount of related training and experience may be substituted for the minimum qualifications.

SPECIAL REQUIREMENTS

Must have home telephone at the time of employment as employee is subject to standby and/or call out for emergencies.

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
