Responsibilities

ESSENTIAL FUNCTIONS BY LEVEL: 

  • Participates in an Integrated Product Team to design new capabilities based upon evaluation of all necessary development and operational considerations
  • Participates in the development of system engineering documentation, such as System Engineering Plans, Initial Capabilities Documents, Requirements Specifications and Interface Control Documents
  • Participates in interface definition, design, and changes to the configuration between affected groups and individuals throughout the lifecycle
  • Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues and conflicts
  • Develops System Architecture and System Design documentation
  • Guides system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans
  • Participates in and initiates concept development and trade-off studies
  • Prepares program and test specifications
  • Prepares test procedures and data
  • Selects performance levels of components and subsystems
  • Directs the design of information management equipment and systems
  • Describes interfaces among various subsystems
  • Devises appropriate tests to use in evaluating, debugging, and checking of equipment and systems for accurate and dependable conformance to specifications
  • Prepares complete documentation of methods, procedures, and design
  • Supervises revisions and changes
  • Assists with implementation of combined hardware/software systems
  • Provides consulting services to members of the professional staff and to the customer in the analysis and design of data processing systems, management systems, scientific systems, and other related areas
  • Provides technical direction, guidance, and assistance to assigned projects, suggesting efficient approaches and methods for solving problems
  • Develops analytical and computational techniques and methodology for problem solution
  • Expert knowledge of but not limited to: application of engineering and integration of computer hardware and software, tactical networking, and satellite communications to determine the cyber security survivability posture.
  • Disciplines to work as a Cyber Security Developer, with knowledge of Cybersecurity Integration concepts, principles, methods, and practices on a variety of acquisition issues to serve as cybersecurity technical expert to the CISO and CIO.
  • Knowledge of analytical methods and practices to conduct analyses of problems and/or issues affecting assigned area of responsibility and recommend approaches and procedures in resolution of cybersecurity and integration problems.
  • Knowledge of Risk Management Framework (RMF) for tactical acquisition systems to ensure that acquisition Authorization to Operate (ATO) packages are prepared and maintained in accordance with the RMF.
  • Knowledge of NIST Special Publication 800-53 to ensure systems adhere to validation procedures and implementation guidelines.
  • Skill in oral and written communication to develop and maintain the organizational tactical security architecture plan; prepare and present reports and recommendations; and prepare and update manuals, instructions, and operating procedures.
  • Skill in applying: network standards, protocols, and procedures; capabilities and applications of network equipment including hubs, routers, switches, bridges, servers, transmission media, and related hardware within the Army tactical network to address security plans for future systems (e.g. Cyber Range, data links, wireless internet, Cloud, Internet of Things (IoT), etc.).
  • Ability to conduct systems analysis and design methodologies to coordinate tactical cybersecurity architecture and integration for testing events.
  • Ability to evaluate computer systems design, prototypes, and computer applications from an operational test and evaluation perspective for cybersecurity to perform tactical cyber security test and evaluation planning.

Qualifications

MINIMUM REQUIREMENTS:

  • Bachelor’s Degree in Computer Science or equivalent related experience
  • ITIL v4
  • IAM Level II Certification
