JOB SUMMARY:

The GIS Analyst is responsible for the maintenance, design, development, enhancement, and testing of the geodatabase for the 911 Emergency Communications Center. The primary function is to ensure 911 has a detailed, accurate, up-to-date map for emergency dispatch. This GIS Analyst is the GIS expert at Shelby 911 and works with minimal guidance and support. The role necessitates an individual who is self-motivated and proactive, demonstrating initiative in accomplishing tasks for the betterment of the agency.

Shelby County IT Services currently provides GIS support using ArcGIS in a versioned enterprise environment. The GIS Analyst is a new position at Shelby County 911. A key responsibility is to establish a solid working relationship with Shelby County GIS, and to transition much of the core 911 maintenance and enhancements from Shelby County ITS to Shelby County 911.

DUTIES AND RESPONSIBILITIES

• Daily analysis and maintenance of GIS data including, but not limited to, street centerlines, address points, and emergency services zones layers.

• Update and maintain the 911 database using data from cities, counties, and citizens.

• Collaborate with 911 staff to optimize GIS services for dispatch needs.

• Ensure local GIS data is uploaded to the state GIS database on a timely basis.

• Prepare reports, maps, and data related to 911 and public safety.

• Manage and update the Master Street Address Guide (MSAG) in coordination with vendors and contract organizations.

• Assist in assigning and correcting addresses for E-911; assign addresses for customers; generate addresses and address ranges; creates new files for street names; review potential street/subdivision names; complete forms to update E-911 register with new street names and address ranges.

• Maintains a variety of datasets such as fire hydrants, common places, emergency service zones, subdivisions, hiking trails, school facilities, railroad crossing, etc.

• Provide geospatial services such as configuring web applications, dashboards, and surveys, performing data maintenance and spatial analysis, and creating data, maps, and other related content.

• Assist in other non-GIS technical projects and support roles as needed.

KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of the principles and methodologies of GIS.

• Knowledge of ESRI software products, ArcGIS Pro, ArcGIS Enterprise, ArcMap and ArcGIS Desktop.

• Experience working in enterprise geodatabases, preferably Microsoft SQL Server.

• Experience in managing small projects from beginning to end.

• Ability to work independently with minimal instruction and direction.

• Ability to effectively communicate ideas and concepts both orally and written.

• Ability to analyze problems, identify alternative solutions, and formulate recommendations.

• Ability to develop and maintain effective working relationships with law enforcement, fire, EMS, and other public safety officials as well as city/county officials, contractors, and co-workers.

• Any experience in Python, Arcade, Crystal Reports, Microsoft SQL Reports, PowerBI, Microsoft SharePoint, Teams, and Office365 Apps is considered a plus.

• Ability to draft documents of all types using proper grammar, punctuation, and spelling.

• Ability to work non-standard hours to perform system upgrades, repair vital system operation in the event of failure, and assist emergency service operations during time of critical events.

MINIMUM QUALIFICATIONS
Two-year degree in GIS, computer science, geography, or other relevant IT field of study and two years of relevant work experience with geospatial technologies, ESRI ArcGIS, including geoprocessing, raster analysis, relational databases, and automating workflows; OR an equivalent combination of training, education, and experience which demonstrates the ability to perform the duties of position.

PREFERRED QUALIFICATIONS
Four (4) year degree in GIS, computer science, geography, or other relevant IT field of study and two years of relevant work experience with geospatial enterprise technologies including handling more complex work and smaller projects independently; OR an equivalent combination of training, education, and experience which demonstrates the ability to perform the duties of position.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is mostly performed in an office environment at a desk.
