Introduction

The position is administered by the office of Vice Chancellor, Student Affairs, at Kapi'olani Community College. The Vice Chancellor for Student Affairs (VCSA) is charged with administrative control for planning and administering all programs and services within the Student Affairs units. The specific functions of this organizational unit include outreach and admissions, financial aid, graduation and transcript evaluations, credit and non-credit registration, student engagement, student counseling for specific and targeted populations, student grievances and complaints, instructional services for developmental education course offerings, and related learning support services.
The role entails providing essential support in the planning and administration of mental health programs and services within the Student Affairs units. Reporting directly to the VCSA, the Licensed Mental Health Specialist is responsible for assessments; eligibility determinations; treatment, including but not limited to psychotherapy or psychotherapeutic techniques; crisis intervention; student-centered advocacy; consultation; and evaluation.
Duties and Responsibilities

  1. **Support the mission of the campus' Mental Health & Wellness Program in providing the highest quality, accessible, and culturally competent mental health services & wellness services to enhance students' social-emotional well-being and success in achieving both academic and life goals.
  2. **Provide scheduled, direct face-to-face or online specialized, short-term, focused, goal-oriented psychotherapeutic services to students, in individual or group settings, who have a wide range of psychiatric and psychosocial behavioral problems.
  3. **Implement appropriate techniques to assist students to support individualized goals and outcomes, ie, reducing distress and increasing coping skills which enhance academic performance, and build self-efficacy and support in their natural environment.
  4. **Document clinical interventions and maintain program forms, clinical charts, program evaluation, and data collection as required by the program and their licensed profession.
  5. Participate actively on the college's Title IX program.
  6. Serve on the Behavioral Intervention Team (BIT) acting as the mental health subject matter expert for individual cases.
  7. **Provides clinical consultation and technical assistance to other staff and employees regarding the specialized needs of students; and identifying and implementing improved methods, policies, procedures, standards, and interventions including problem solving for difficult and complex cases.
  8. Train and oversee student workers, peer mentors, interns, and practicum students, as appropriate.
  9. Work effectively in a multi-disciplinary team with program staff, administration, instructors, and other colleagues.
  10. Practice with a commitment to the highest ethical standards of professional practice, as well as personal and professional integrity.
  11. Maintain a State of Hawaii license for their appropriate profession and act in a manner consistent with the code of ethics of their licensed profession and State of Hawaii statutes.
  12. Work periodically on neighbor-island campuses; and on nights, weekends, and/or holidays.
  13. Other duties as assigned.
Minimum Qualifications
  • Possession of a master's degree in Social Work, Counseling, Psychology, or a related field; and three (3) years of progressively responsible professional experience with responsibilities as a Licensed Clinical Social Worker, Mental Health Counselor; Marriage and Family Therapist or Psychologist; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Current State of Hawaii license as a Licensed Clinical Social Worker, Mental Health Counselor or Marriage and Family Therapy.
  • Considerable working knowledge of principles, practices, and techniques in the area of professional Mental Health counseling as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles, and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations, and theories and systems associated with mental health counseling.
  • Demonstrated ability to resolve wide-ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative, and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally, and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer, apply word processing software, and Microsoft Word, Excel, Adobe Acrobat, and other commonly used software.
  • Demonstrated understanding of issues related to Native Hawaiians or other indigenous populations.
  • Demonstrated ability to prioritize and complete multiple tasks with conflicting deadlines.
  • Demonstrated ability to analyze, interpret, and use sound logic and judgment when applying administrative policies and procedures.
  • Demonstrated ability to produce work that is detail-oriented, accurate, neat, and organized and must be able to follow up on assigned tasks through satisfactory completion
  • Demonstrated ability to work outside of normal working hours, including evenings, weekends, and holidays as needed.
  • Demonstrated ability to travel to neighbor-island campuses during the work week, as needed.
Desirable Qualifications
  • Doctoral degree in psychology or educational psychology from a regionally accredited institution of higher education or in clinical psychology from an American Psychological Association (APA) approved program in clinical psychology and current State of Hawai'i license as a Psychologist.
  • Demonstrated ability to intervene in crisis situations using sound professional judgment, and ethical practice.
  • Demonstratef ability to work successfully in an environment with a wide range of personalities and needs, while maintaining a positive attitude.
  • Familiarity and experience with UH policies and procedures
  • Display strong organizational skills for handling cases
