JOB SUMMARY

This position performs supervisory, planning, development, management, and budgeting duties in the administration of construction projects and fleet services for Richland County Recreation Commission (RCRC). Work involves supervision, overseeing the work of contractors performing construction and renovation functions ensuring compliance with the technical requirements of contracts and that the finest quality of service is provided. The incumbent will also perform supervisory, technical, and administrative work supervising the Fleet Management Department. Work involves directing the operations of the department, supervising department employees, managing the provision of Commission vehicles and communications equipment (both fixed and mobile) to user departments, and procuring Commission vehicles, including school buses and equipment; supervising, reviewing and recommending hiring, training, and evaluating staff; ensuring procurement process is followed for purchases and bids for contracts; applying for permits; and inspecting job sites. This position also prepares the RCRC budget and ensures drinking water at RCRC facilities is compliant with water regulations.

ESSENTIAL JOB FUNCTIONS
  • Oversees construction projects and fleet services.
  • Oversees the preparation of the annual RCRC budget.
  • Assists with preparation of long-range planning, design and development, such as development plans, conservation and preservation issues, fleet management, facility improvements and mechanical replacements, and the agency's Master Plan.
  • Oversees renovation of new and existing facilities; writes specifications; oversees projects; and performs park improvement projects including contracting with contractors.
  • Manages capital improvement projects including developing plans, estimating and budgeting for each project, contracting or delegating the project to other staff members to complete, overseeing and inspecting work and paying bills associated with each project.
  • Reviews plans and provides technical assistance to staff, the general public, builders, developers, engineers, and other vendors regarding various planning issues such as re-zonings, land use, conditional use permits.
  • Ensures compliance with the purchasing process, bidding, and solicitation policy and procedures; evaluates qualified vendors; interprets rules; addresses vendor complaints; and approves major bids.
  • Supervises assigned staff; hires, trains, and evaluates staff.
  • Driving to and from different locations within the agency.
  • Directs the operation of the Fleet Management Department to ensure the goals and objectives of the department and Commission are met; oversees all administrative matters in the Fleet Management Department, including budget preparation, accounts payable, and general ledger monitoring.
  • Manages the provision of Commission owned vehicles assigned to various departments; ensures proper care and maintenance of vehicles, equipment (light, medium & heavy).
  • Prepares bid specifications for acquisition of vehicles, including buses and automotive equipment; reviews bids received to ensure compliance with stated specifications; prepares purchase orders for vehicles and equipment; tracks the delivery of purchased equipment and vehicles.
  • Examines newly purchased vehicles and equipment to ensure compliance with purchase order specifications.
  • Determines vehicle and equipment replacements; assists Purchasing division in coordination of surplus property sales.
  • Calculates lease rates of vehicles and equipment; prepares vehicle and equipment lease budgets for departments; monitors such budgets
  • Maintains various electronic records pertaining to individual vehicle usage, fuel consumption, maintenance, repairs, parts replacement, non-operational time, etc.;
  • Maintains an adequate inventory of parts and supplies; maintains complete inventory records.
  • Directs the repair of mobile, portable, and stationary communications equipment; determines lease rates for communications equipment.
  • Attends meetings with supervisors, department heads, and Accident Review Board on Commission issues and programs.
  • Provides daily assistance for personnel issues, equipment, special projects, maintenance of equipment, and scheduling.
  • Performs maintenance inspections; makes adjustments; and repairs equipment.
  • Applies for permits; meets inspectors and engineers; and provides documentation to close out permits.
  • Performs job site inspections to ensure quality control and safety.
  • Plans, organizes, schedules, monitors, and evaluates other assigned projects.
  • Monitors projects and submits reports to include cost estimates.
  • Serves on various committees.
  • Performs other related duties as required or otherwise deemed necessary.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
  • Bachelor's degree in business management, engineering, building construction or a closely related field.
  • Four (4) years of related work experience in design and construction project management, fleet services including five (5) years of supervisory experience.
  • Or any equivalent combination of education or experience and training which provide the required knowledge, skills, and abilities for this position.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of planning, design, and implementation of parks programs.
  • Knowledge of federal, state, and local laws, codes, and ordinances pertaining to parks and recreation facility development.
  • Knowledge of commercial construction management methods, construction practices, contracts, and legal agreements.
  • Knowledge of commercial building systems maintenance to include electrical, plumbing, HVAC, carpentry, and specialty sport flooring systems.
  • Knowledge of the materials, methods, tools, and equipment employed in the maintenance and repair of gasoline and diesel-powered motor vehicles and equipment.
  • Knowledge of modern governmental purchasing principles, methods and procedures.
  • Knowledge of the methods and procedures used in preparing bid specifications.
  • Knowledge of the formal and informal bid process.
  • Knowledge of the characteristics and operating principles of internal combustion and diesel engines.
  • Knowledge of the materials and parts used in the repair of automotive equipment.
  • Knowledge of the various testing devices, machines and hand tools used in mechanical repair work.
  • Knowledge of the cost of materials and parts used in the repair of automotive and related equipment.
  • Knowledge of the principles of supervision, organization and administration. Has considerable knowledge of the principles and methods of inventory control and record keeping.
  • Knowledge of civil engineering and electrical engineering design principles.
  • Knowledge of government policies, procedures, rules, and regulations related to administrative functions.
  • Knowledge of an agency's organization structure, the people who manage the work, and the processes applicable to government work.
  • Knowledge of county government fiscal policies, procedures, and processes.
  • Skill in using personal computer and related software to perform the duties of this position.
  • Skill in communicating, both verbally and in writing.
  • Ability to understand complex architectural and engineering drawings and specifications related to complex commercial construction projects.
  • Ability to exercise considerable independent judgment in the application of the principles and practices of planning, design, construction, and administration of a variety of park development and construction projects.
  • Ability to plan and establish priorities.
  • Ability to coordinate, assign, and direct work activities of this department.
  • Ability to establish and maintain effective work relationships.
  • Ability to work as a team member.
  • Ability to assign appropriate priorities to work activities based on organizational goals and deadlines.
  • Ability to conceptualize needed change to initiate appropriate activities to move from concepts to implementation.
CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS
  • Must possess a valid Driver's License to drive an RCRC vehicle, and produce an acceptable 10 year driving record.

PHYSICAL DEMANDS
