Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Information Technology Directorate, Services Division, Charlottesville, VA 22911. Responsibilities The Information Technology (IT) Systems Analyst (SYSTEMS ANALYSIS) performs a variety of developmental and analytical IT duties in the implementation, maintenance, and troubleshooting of assigned applications. Assists end users in utilizing on-premises and cloud-based IT applications and systems used in carrying out the Center's intelligence analysis and production functions. Assists Center personnel in using standard features of various applications, interfaces, etc. Provides initial customer IT support to resolve end user problems. As assigned, installs and tailors applications, adjusting interfaces and security aspects. Troubleshoots application problems, applying established diagnostic tools to trace problems, making tentative resolutions. Performs standard troubleshooting on systems. In conjunction with team leader participates in project planning. Evaluates requirements and options for functional areas to plan for software or equipment upgrades, product releases, user enhancements, operating system configuration changes, or other similar IT projects. Identifies project issues in such areas as existing and anticipated system configuration, hardware and software capabilities and constraints. Coordinates with team leader and other members of the team. Using established computer specialist techniques, designs proposed methods for installing and integrating new or enhanced applications. Tests and debugs to achieve effective operation in production environment. Provides advice and assistance to end users on capabilities and constraints of applications. Attends meetings, conferences, and working groups on IT projects and systems. Leverages subject-matter expertise in major functional areas covered include Cloud Computing, Windows Administration, Web Software Development, Software Project Management, Analytical Tools, and Requirements Analysis. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. one year of specialized experience equivalent to the GG/GS-12 grade level in the Federal service which includes demonstrated experience in performing and coordinating a variety of clerical and administrative work for an office such as, preparing travel arrangements, creating reports, reviewing and preparing correspondence to ensure grammar, punctuation, spelling, and sentence structure are in accordance with policy and experience managing long and short-range calendars for higher level officials. For this position, individuals must also have IT-related experience demonstrating each of the four competencies listed below.
