Position: Engineer 6 - Supervisor
Agency: Coastal Protection and Restoration Authority (CPRA)

Responsibilities:
Serve as the first-line Engineer Supervisor in the Engineering Division of the Coastal Protection and Restoration Authority (CPRA).
Act in a supervisory capacity to engineers, engineering technicians, surveyors, and other technical staff
Serve as the "responsible party in charge" (as defined by the engineering license board) for all work products of their non-licensed staff
Act as a high-level technical expert in the CPRA Engineering Division
Plan, develop, design, coordinate and/or direct a number of complex, large-scale coastal restoration and flood protection projects or programs
Required Skills:
Extensive engineering experience (minimum of 6 years in the following)
Cost Estimating
Computing Earthen and Hydraulic Fill Volumes
Preparing Design Reports/Technical Presentations
Geotechnical Engineering
Hydraulic and Hydrologic Engineering
Coastal Engineering
Preparing/Interpreting Bid Documents
Preference will be given to applicants with a civil engineering background
The maximum salary for the Engineer 6 position is $144,560 annually. The Special Entrance Rate (SER) for the Engineer 6 position is $3,316.00 bi-weekly.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Concepts
FUNCTION OF WORK:
Supervises the planning, design, construction, inspection, and/or maintenance of building systems or programs through subordinate professional engineers.
LEVEL OF WORK:
Supervisor.
SUPERVISION RECEIVED:
Broad from an Engineer 7 or higher. Alternative reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
Direct over a staff of Engineers, Engineering Technicians, or others who assist in specific assignments.
LOCATION OF WORK:
May be used by all state agencies.
JOB DISTINCTIONS:
Differs from Engineer 5 by the presence of responsibility for direct supervision over professional engineers.
Differs from Engineer 7 by the absence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.

Supervise a departmental unit or large section providing statewide engineering services relative to coastal restoration and flood protection projects. Serves as the direct supervisor to lower-level engineers in area of expertise; may prepare comprehensive manuals for training, procedures, design criteria, and requirements for specialty area(s) to which assigned.
Serves as the recognized, top-level technical expert in a specific engineering discipline; performs advisory and consulting work for the agency as a recognized authority in a broad program area or in an intensely specialized area of considerable novelty and importance. Is consulted exclusively by associates and others with a high degree of reliance placed on his/her interpretations, experience, and advice.
Supervises staff that formulates and guides the solutions to problems of exceptional difficulty and marked importance to the organization; typically, will have contributed new designs or techniques which are regarded as having major impact on the specialized area of engineering. Provides guidance and technical to lower-level engineers on multiple in-house design efforts. Serves as engineer of record for bid documents pertaining to projects designed by lower-level engineers.
Consults with Chief Engineer, Executive Director, and/or Deputy Executive Director on programs requiring knowledge of varied, complex or technical processes or programs. Provides technical and consultative assistance to division directors and district administrators by resolving complex problems and rendering technical assistance in specialized area of expertise.
Represents the agency on behalf of the Governor or Governor's Executive Assistant on national advisory committees, commissions, task forces or foundations.
Reviews project proposals in order to determine time frames, staffing requirements, equipment needs, scope of work and the most efficient and effective methodology for project accomplishment.
Serves as statewide expert with responsibility for establishing policies and standards for a specific engineering project and/or activity.
Represents the agency and provides information and data concerning assigned program area to federal and local government officials, state legislators, other state officials, administrators and managers, planning organizations, the news media, business and civic groups, and the general public.
Provides final and authoritative review of agency and/or consultant work results to ensure compliance with contractual provisions and administrative policies, and to transfer findings through the development of effective implementation programs.
Makes recommendations for formulation, establishment and improvement of policies and procedures for engineering projects related to area of specialization.
