Job Summary

Works closely and cooperatively with the City's IT staff and Police Command staff and end users in the development, maintenance, modification, and design of all information technology networks and computer systems of the La Vergne Police Department. Most police department systems are mission critical, requiring near zero downtime to support emergency response to citizens. Familiarity and understanding of the current/revised Criminal Justice Information System Security Policy is required. Responsible for the day-to-day operation of the computer systems and networks of the Police Department and implements new information technology solutions based on need and budget allowances.

  • Assist users with computer hardware and software issues as they arise.
  • Assist with computer-related software and hardware ordering.
  • Assist with maintaining accurate department files and records.
  • Assist with managing user access.
  • Assist with webpage updates to Department web pages.
  • Manage and maintain hardware and software on all systems.
  • Manage and maintain hardware and software inventory.
  • Must be able to provide advanced technical support for desktop computers.
  • Must be able to provide intermediate support for servers.
  • Must be able to work flexible hours, including occasional nights and weekends.
  • Provide assistance to users, other members of the department, and the public as required.
  • Will maintain and serve as the department's liaison for the current radio system.
  • Will maintain and serve as the department's liaison for the current Computer Aided Dispatch and Records Management System.
MINIMUM QUALIFICATIONS
  • Required Three or more year's related hands-on experience and/or training, or equivalent combination of education and experience may be considered.
  • Preferred associate degree or greater in Computer Science, Computer Information Systems, Computer Network Technology, or related field.
  • Must possess a valid Tennessee Drivers' License or could obtain one in a reasonable period.
  • Must be at least 21 years of age.
  • Must successfully complete and pass a background check, polygraph, psychological, and medical review before starting.
SKILLS, KNOWLEDGE, AND ABILITIES
  • Preferred experience with Panasonic Toughbook laptops.
  • Preferred experience with Panasonic/i-PRO Arbitrator in-car video systems.
  • Preferred experience with Panasonic/i-PRO Body Worn camera systems.
  • Experience with Microsoft Office 365 and Microsoft Exchange email systems.
  • Experience with Voice Over IP telephone networks.
  • The applicant must be thoroughly familiar with the Microsoft Windows workstation operating system, Microsoft Office line of products, and general line of business software, in a scope to provide advanced user-level support.
  • Ability to read, analyze, interpret, and perform complex technical instructions and procedures.
  • Ability to effectively present information and respond to questions from other employees and the public.
  • Ability to relate effectively to non-technical persons on technical matters.
  • Ability to provide hands-on training to users when necessary.
  • Ability to work by oneself to complete a task.
  • Ability to quickly troubleshoot equipment difficulties in an emergency services (critical) environment.
  • Applicant should have experience with the following: Workstations, Servers, other computer systems, Analog, and Digital Phones, VOIP Phone Systems, Radios, Cameras, Video Cameras, Copy Machines, Fax Machines, Network Switches, Printers, Various Diagnostic Software, various small electric/hand tools as required by job.
  • Applicant must be familiar with the Microsoft Windows Server operating system, including DNS, DHCP, and Active Directory, in a scope to provide intermediate support.

PHYSICAL DEMANDS

While performing the duties of this job, the employee may be required to sit; stand; walk; climb or balance; stoop, kneel, crouch or crawl; hands to feel, handle, or manipulate controls, objects, or other tools; reach with hands and arms; and talk or hear for an extended period. Climbing and overhead work are required as part of this job. The employee must be able to lift, move, and/or carry up to 50 pounds individually. The ability to maneuver and work in tight spaces is sometimes required. Employees will occasionally be called on to work outside traditional business hours and will need to be willing to work after hours should the need arise.

WORK ENVIRONMENT

Technology-Driven Office Setting: The IT System Specialist operates primarily within the police department's IT department, managing computer systems, networks, software applications, and other technological tools that support law enforcement operations. This role requires a blend of working at a workstation for system monitoring and management, as well as on-site support throughout the department for hardware and software issues.

-Technical Support and Problem Solving: A significant responsibility includes providing technical support to department personnel, troubleshooting hardware and software issues, and implementing solutions to ensure uninterrupted system operation. The Specialist must possess strong problem-solving skills and the ability to communicate technical information clearly to non-technical users.

System Security and Data Protection: Given the sensitive nature of law enforcement data, the IT System Specialist prioritizes system security, implementing and managing security measures to protect against unauthorized access, data breaches, and cyber threats. This involves regular system audits, security updates, and training department staff on cybersecurity best practices.

Network and System Administration: The role involves administering the department's networks and systems, including user account management, network configuration, data backup and recovery processes, and ensuring the reliability and efficiency of IT resources. The Specialist monitors system performance plans for capacity upgrades, and implements new technologies as needed.

Collaboration and Project Management: Working closely with department leadership, IT colleagues, and external vendors, the IT System Specialist participates in planning and executing IT projects, such as system upgrades, new technology implementations, and process improvements. Effective project management and collaboration skills are essential for aligning IT initiatives with departmental goals.

Training and Documentation: The Specialist is responsible for developing and maintaining documentation related to system configurations, procedures, and user guides. Additionally, conducting training sessions for department personnel on new systems, applications, and technology use policies is a key duty.

Compliance and Legal Requirements: Ensuring that IT systems and practices comply with legal standards, privacy laws, and law enforcement regulations is critical. The IT System Specialist stays informed of legal requirements affecting police technology use and manages systems in compliance with those standards.

Flexible Schedule and Availability: This position is not remote. While the IT System Specialist typically works during standard business hours, flexibility is required to perform system maintenance, complete upgrades, and address critical issues outside of regular hours. Availability for on-call duty to respond to system emergencies or significant technical issues is also crucial.
