POSITION SUMMARY: Under limited supervision, responsible for managing Teller County's Geographic Information System (GIS) program, including the administration of GIS applications and databases. The GIS Coordinator analyzes geospatial data for strategic insights, produces detailed maps for operational use, collaborates with emergency services to enhance response capabilities, and provides technical support to end users.

DUTIES AND RESPONSIBILITIES: The duties and responsibilities listed below are central to the job and the employee must be able to perform each function satisfactorily. (1) Lead and advance the GIS program to optimize geospatial data management and enhance processes across the organization. Emphasize forward-looking practices by integrating new technologies and approaches for future scalability and efficiency.

(2) Manage the creation of complex maps to support diverse county functions such as land use, public safety, and infrastructure management. Utilize advanced geospatial data analytics to deliver actionable insights and visualizations that drive strategic initiatives and operational improvements.

(3) Oversee GIS database management, with a focus on proficiency in SDE technology and server management to ensure robust data conversion and synchronization.

(4) Provide GIS support for emergency response and wildfire management. Produce accurate and reliable maps for effective disaster planning, assessment, and resource allocation.

(5) Work with various departments to manage mapping initiatives across different county offices. Ensure accurate and up-to-date geographic data is available for analysis, planning, and decision-making purposes.

(6) Integrate GPS information, aerial photography, plat maps, and remote sensing data to ensure the accuracy of Teller County's comprehensive base map.

(7) Conduct training sessions for county staff on the use of GIS software and applications. Maintain strong partnerships with stakeholders to ensure seamless GIS integration and data accuracy across departments.

(8) Provide IT Support to all County users, to include troubleshooting hardware, software, and network-related issues. Assist with foundational cybersecurity practices.

Requirements

MINIMUM REQUIREMENTS: (The following requirements are necessary to reasonably ensure Teller County that the individual selected for this position will be able to perform the essential functions and/or tasks of the position.)

(1) Knowledge/Skills/Abilities:

Knowledge of: local government, office procedures and equipment; principles of strategic planning and decision making; ESRI products (ArcGIS Pro, ArcGIS Online), SQL databases, GPS technology, SDE, RDBMS, and aerial photography; programming languages, including Python and SQL; basic IT concepts, including knowledge of hardware, software, networking, and troubleshooting practices.

Skilled in: advanced analytical and problem-solving skills for geospatial data analysis and program development; identifying technical issues and resolving them through effective troubleshooting methods; planning, organizing, and prioritizing projects while working efficiently under deadlines; use of basic computer software programs; understanding and applying pertinent laws, rules, regulations and policies; using tact, discretion, initiative and independent judgment within established guidelines; maintaining confidentiality; organizing work, setting priorities, meeting critical deadlines and following up on assignments with minimum direction and supervision; applying logical thinking to solve problems or accomplish tasks; to understanding, interpreting and communicating complicated policies, procedures and protocols; working in a deadline driven environment; initiating and responding to medium volume of daily calls/contact; interacting with all levels of internal and external professionals while developing strong productive relationships; designing strategies, analyzing results and making recommendations; organization and time management.

Ability to: exhibit excellent communication skills to customers; interpret support tickets and trouble shoot calls effectively; write clear and concise technical support notes; work independently with minimal supervision; establish and maintain effective and professional working relationships with co-workers, other county departments, representatives of other agencies and organizations, and the public; maintain confidentiality and discretion; be a self-starter; successfully accomplish multiple tasks simultaneously while working independently or within a team environment; interact with a variety of people, cultures, problems and circumstances; analyze and resolve problems involving several variables; understand and carry out written and oral instructions, giving close attention to detail and accuracy.

(2) Experience/Education: Bachelor's degree in GIS, Geography, or a related field, with a minimum of five years of GIS experience preferred; Associate's degree in GIS, Geography, or a related field, with a minimum of seven years of GIS experience. Public sector GIS project experience is preferred, especially in emergency management; any acceptable combination of education, training and experience that provides the listed knowledge, skills and abilities may be substituted.

(3) Visual Acuity/Hearing/Speaking: Must be able to both read and write technical documentation and email interactions with customers. Ability to hear both in person and by telephone. Ability to see.

(4) Physical Effort/Dexterity: Must be able to lift and carry up to 50 pounds; ability to drive a vehicle.

(5) Environmental Factors: Work is performed primarily in an office setting and in the field. Must be willing to travel between County sites to perform duties as required.

(6) Work Schedule/Characteristics: 40-hours per week; availability outside normal business hours to include weekends and holidays may be required.

(7) Special Requirements: Possession of and ability to maintain a valid Colorado Driver's License; ability to clear background check.
