Phlebotomy Technician (Donor)

Position Duties and Responsibilities:
  • Registers prospective donors in blood bank computer system. Performs health history assessment on prospective volunteer, autologous, therapeutic and platelet and plasma apheresis blood donors. Through personal interviews, incumbent obtains sensitive medical information to determine donor eligibility. Makes provisions for donors who are hearing or vision impaired, not fluent in English or who are illiterate. Familiar with Food and Drug Administration criteria, current Good Manufacturing Practices, AABB Standards for Blood Banks and Transfusion Services, and the Armed Services Blood Program policies to determine if donor meets eligibility criteria. Documents donor medication, medical conditions, and travel. Obtains and documents donor consent. Exercises independent judgment to select and approve prospective donors. Performs focused physical examinations: acquires temperature, pulse and blood pressure using both manual and automated methods. Operates vital signs monitors to obtain temperature, pulse, and blood pressure. Obtains blood sample from finger stick for hemoglobin determination. Operates hemoglobin automated analyzer (e.g., HemoCue) to ascertain donor’s hemoglobin level. Collects venous sample for analysis of complete blood count. Interprets and evaluates results from clinical analyzers to determine donor eligibility. Recognizes and reports atypical results to supervisor. Uses computer hardware and software programs to enter or recall data of donor registration and history. Performs final review of health history and physical examination results to verify donor suitability and exercises independent judgment to allow prospective donor to proceed with donation process.
  • Verifies donor eligibility and confirms identity. Explains the collection procedure to the donor in terms the donor understands. Applies knowledge of human anatomy, aseptic and sterile techniques to exercise judgment in the selection of the phlebotomy site. Prepares donor arm so as to minimize risk of bacterial contamination. Performs phlebotomy with a 16-gauge needle to collect a licensed, cGMP regulated product. Operates an automated scale (e.g., Genesis Blood Mixer) to ensure the appropriate volume of blood is collected. Monitors donor during donation process. Exercises independent judgment to select the immediate, appropriate response to adverse donor reactions (e.g., nausea, fainting, and convulsion). Records collection start and stop times accurately; documents adverse donor reactions and treatment provided. Knowledge of collection and transport requirements for specimen tubes. Verifies specimen tubes, blood donor unit and health history record are labeled properly to maintain positive identification. Maintains donor and patient privacy IAW the Health Insurance Portability and Accountability Act (HIPAA). Instructs donor on post phlebotomy care. Participates in training new personnel in phlebotomy procedures.
  • Incumbent strips and segments blood tubing, using an automated sealing device. Weighs blood components using electronic scales and documents weight. Separates whole blood to manufacture packed red blood cells, fresh frozen plasma or recovered human plasma using manual or automated methods. Operates blood component centrifuges and automated whole blood separators associated computer software to document preparation of blood components. Enters blood component production into blood bank computer system. Places blood component in appropriate storage device (e.g., refrigerator, freezer) and documents time and temperature to ensure manufacturing criteria are met. Creates shipping manifest, using the blood bank computer system, and prepares specimen tubes for transport to testing laboratory. Labels blood components in preparation for distribution. Prepares blood components for distribution.
  • Performs daily quality control and calibration on laboratory equipment and analyzers. Utilizes known standards to calibrate blood donor mixers and hemoglobin automated analyzer. Performs operator adjustments or repairs on laboratory equipment as necessary to maintain operational readiness. Exercises independent judgment to remove laboratory equipment from operation if quality control results are not within established limits. Records lot numbers and expiration dates for all reagents and supplies and confirm quality control results are acceptable before use. Documents all quality control activities accurately and records corrective action taken for any discrepancies or quality control results outside acceptable limits. Maintains legible and accurate records for all procedures. Inoculates culture media with aliquot of platelet component to detect bacterial contamination. Obtains and ensures temperature recordings of storage devices (e.g., refrigerators, freezers) are within acceptable limits and takes corrective actions when responding to an alarm. Participates in a proficiency testing program (e.g., CAP Surveys) testing unknown samples for hemoglobin and complete blood count. Participates in evaluating new laboratory equipment or methodologies for use in the blood bank. Ensures stock levels for blood collection, processing and manufacturing supplies are adequate and within date. Scans donor health history records into a computer archive system. Adheres to established safety procedures in the workplace.
  • Instructs and monitors various phlebotomy personnel or students on rotation in phlebotomy techniques. Areas of concerns include: patient identification, site selection, site preparation, blood collection, specimen labeling, patient care, blood handling techniques and emergency treatment of adverse phlebotomy reactions. Orders appropriate laboratory testing required in MHS GENESIS, maintains supplies and equipment, maintains adequate supplies in patient care areas, monitors stock levels and expiration dates of available collection tubes and replenishing, when required. Cleans and wipes equipment, monitors supply and pulls outdated stock. Assembles equipment, verifies correct instrument operation, and reports defects. Maintains cleanliness and orderliness of the section at all times.
Minimum Qualifications:
  • Graduated from an accredited Donor Phlebotomy training program (i.e., American Society of Clinical Pathologists (ASCP), American Society of Phlebotomy Technicians (ASPT), National Certification Agency (NCA), The Joint Commission or CAP), or military equivalent program in order to meet the education requirements established for the certification(s) listed below.
  • Minimum of one (1) year experience within the last two (2) years providing services as a Phlebotomy Technician or Donor Phlebotomy Technician. Must have performed a minimum of 50 successful donor collections or patient venipunctures/sample draws with an accredited donor center, laboratory, plasma center, dialysis center, or healthcare facility.
  • Certification/registration as a Phlebotomy Technician, Donor Phlebotomy Technician or equivalent by the American Society for Clinical Pathology, American Medical Technologists, or other agency approved by the Assistant Secretary Defense Health Affairs (ASD HA).
  • Basic Life Support certification.
  • Must be a US Citizen.
