GIS Specialist/ Analyst
  • Contract Duration 12 Months
  • Pay range - $55 to $60/hr

Job Summary:
  • GIS Specialist/ Analyst reports to the CL/HCA/MCA Supervisor for TIMP Risk and is a critical position responsible for working with a cross-functional team of program managers, engineers, and GIS analysts in support of the Transmission Integrity Management Program (TIMP) annual Class Location (CL), High Consequence Area (HCA), and Moderate Consequence Area (MCA) studies.
  • The Class Location, HCA, and MCA analysis require a count of building structures meant for human occupancy within specified distances from the gas transmission lines.
  • This project is designed to generate remote sensing data that will be used to analyze structure counts near the Gas Transmission pipelines by TIMP's CL/HCA/MCA Team.
  • This individual will provide database development support by translating change detection activities utilizing advanced processing techniques in ArcGIS.
  • The successful candidate must be an advocate for safety, lead by example, and help to attain its vision of being the leading utility by leveraging the skills and experience of a diverse team to focus on the successful delivery of assigned programs.
  • This position is currently located in San Ramon.

Job Responsibilities:
  • Digitize, create, maintain, display, and update GIS databases.
  • GIS Specialist/ Analyst performs ortho photo-interpretation and change detection analysis using LiDAR-derived building footprints acquired and classified during the study period.
  • Attribute structure type and determine occupancy information.
  • Perform QC checks for structure review to ensure critical fields are present in the database.
  • Reconcile and post edits to the production version and resolve conflicts.

  • GIS & Utility Experience, Remote Sensing Data Acquisition and Processing Experience, and whether or not the candidate has Class Location and Consequence Area analysis experience.
  • A client laptop will be provided. Any other equipment is expected to be provided by the employer of record (i.e. supplier).

Minimum Qualifications:
  • 3 years of work experience in GIS, project management, process development, or related field.
  • Bachelor's Degree / equivalent or relevant experience with an emphasis in GIS preferred.
  • 1 year experience in ArcGIS 10.x or later.

Desired Qualifications:
  • Utility or Pipeline industry experience.
  • Remote Sensing data (LiDAR and Ortho) classification.
  • Integrity Management and Risk Management experience.
  • Strong interpersonal, organizational, and communication skills.
  • Experience in developing, implementing, and documenting workflows and GIS best practices.
  • Being proficient with ESRI ArcGIS 10x with extensions Network Analyst, 3D Analyst, and Spatial Analyst.
  • Must work well in a close team environment.

  • The candidate needs to be within the service territory.
  • The position is remote & the business may require a quarterly in-person meeting
