Job Summary
Glendale Community College (GCC) is seeking a Workforce Development Manager for the Academic Affairs Office to support Career and Technical Education (CTE) programs. This position will focus on fostering community partnerships, and identifying program offerings that align with the economic growth of the West Valley and supporting operations at the North Campus (59th Avenue and Happy Valley Rd).
The Workforce Development Manager will play a key role in driving workforce and community partnership growth, with an emphasis on cultivating relationships within the community. Responsibilities include expanding academic and CTE program offerings at both the main and North campuses while developing and integrating a diverse range of non-credit and community education programs. The role also involves strengthening partnerships with local high schools, businesses, and industries, and developing strategic business relationships with external agencies. Additional duties include negotiating partnership agreements, overseeing the development and administration of workforce training programs, creating and managing legal contracts, identifying alternative funding sources, preparing funding proposals, and managing grants. This position is essential to the continued growth and success of GCC's workforce development initiatives.
Essential Functions
30% - Academic and Workforce Program Development
- Facilitate the expansion and growth of academic and CTE programs at both the main and North campuses
- Identify and develop new program offerings aligned with local economic trends and workforce needs
- Incorporate non-credit and community education into the academic portfolio to create a comprehensive educational offering, enrich the community, and drive enrollment in for-credit programs by highlighting the opportunities available at GCC
- Plan, market, and administer workforce development programs and service-learning activities
- Research and implement industry standards, trends, best practices, and emerging technologies
- Build and strengthen relationships with local high schools, businesses, and industries to support workforce initiatives
- Negotiate and establish strategic partnership agreements to expand and enhance workforce development opportunities
- Increase enrollment through increased high school partner collaboration and outreach efforts
- Foster high school engagement on campus through program competitions such as automotive, cybersecurity, robotics, engineering, and more
- Identify alternative funding sources to support workforce development initiatives and program expansion
- Prepare, submit, and manage funding proposals and grants to secure resources for program growth
- Monitor and ensure compliance with funding requirements and proper use of allocated funds
- Generate additional revenue through workshops, boot camps, community education, and non-credit classes
- Provide supervision and support for Workforce Development staff, North Campus and cross-functional project teams
- Collaborate with college stakeholders to set priorities and objectives for Workforce Development
- Lead and coordinate projects related to career and technical education
- Participate in strategic planning and provide internal project management coordination across departments
Minimum Qualifications
Bachelor's Degree from a regionally accredited institution in business, public administration, education or related field and five years of professional workforce development-related experience, which includes two years of supervisory experience.
OR
An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.
Desired Qualifications
- Five (5) or more years of experience in workforce development or career and technical education, with progressively responsible roles
- Two (2) or more years of demonstrated experience in developing high school, community, and/or industry partnerships
- Two (2) or more years of leadership experience managing cross-functional teams
- Two (2) or more years of experience in researching, analyzing, and/or making data informed decisions in workforce development or career and technical education programming
- Two (2) or more years of experience leading new initiatives and/or driving strategic planning efforts
- One (1) or more years of experience in grant development and/or managing grant-funded projects
- Possession of a valid State of Arizona Class D driver's license is required; must meet minimum standards regarding driving: http://www.maricopa.edu/legal/rmi/vehicle.htm#requirements
- Travel to campus during interview/selection process will be at candidate's own expense
- Will be required to travel or be assigned to all MCCCD locations
- May require numerous evenings or weekends
- May require prolonged periods of viewing a computer screen
- May be required to lift or carry up to 25 lbs
