Introduction

The DNREC Division of Air Quality monitors and regulates emissions to the air. Air monitoring is supported by the Ambient Air Monitoring Program which operates a network of monitoring stations throughout the State. This monitoring network measures pollutants for which national air quality standards have been defined to protect public health, welfare, and the environment. The Ambient Air Monitoring Program is supported by Air Monitoring Quality Assurance Program, which ensures the quality of data produced. Both programs assist in analysis and distribution of the air monitoring data.

Summary Statement

The Environmental Scientist II is responsible for assisting the Quality Assurance Coordinator (QAC) in the implementation of the Division's Ambient Air Monitoring Network (AAMN) quality assurance program. The Division's policy is to implement a Quality Assurance program and Quality Control procedures to assure that data of known and acceptable precision, bias, completeness, comparability, and representativeness are collected in all monitoring projects. The scientist will perform level 1 and 2 validations on data collected by the AAMN and assist with the internal audit program. They will provide support for the QAC to ensure that all personnel understand how Delaware's QA policy aligns with all pertinent U.S. EPA QA policies and regulations specific to monitoring the various air pollutants.

Essential Functions

  • Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.
  • Performs statistical analysis of data.
  • Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.
  • Prepares permits, technical reports and/or enforcement case documents.
  • Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.
Job Requirements

JOB REQUIREMENTS for Environmental Scientist II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. Possession of a Bachelors degree or higher in Life, Physical, or Applied Science or related field.
  2. Six months experience in analyzing and evaluating scientific data.
  3. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  4. Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  5. Six months experience in technical report writing.
