JOB SUMMARY
The Harm Reduction Outreach Specialist is a proficient multi-culturally skilled and experienced professional peer coach/counselor practiced in applying active listening and motivational interviewing skills with harm reduction approaches to foster self-directed outcomes. This exciting position works in a team in the community to reduce stigma and realize heath justice for people experiencing homelessness by providing direct warm-handoffs to resources, transportation, and harm reduction interventions to improve health outcomes and reduce the spread of infectious diseases. The Harm Reduction Outreach Specialist works with the homeless response system, provides education to community organizations, works as a liaison among community organizations and the target population, distributes Narcan, and facilitates and participates in community clean-ups and other events. The ideal candidate for this position is skilled at building relationships, motivated to work independently, and mission-driven to improve lives.

ESSENTIAL FUNCTIONS:

  • Meet people where they are to earn trust and foster relationships.
  • Respond to requests through the SharpSmart Syringe litter reporting app to pick up syringes and provide education and harm reduction supplies.
  • Work as a community ambassador with local business and organization providing education and support for people in active use experiencing houselessness.
  • Facilitates and participates in community cleanup and other events.
  • Provide transportation for people experiencing houselessness to local resources, including warming shelters and the HEART resource center.
  • Collects data.
  • Facilitates referrals to STI testing and treatment.
  • Supports local businesses and organizations with activities related to substance use and houselessness.
  • Coordinates efforts with the local homeless response system.
  • Engages in outreach activities to people experiencing houselessness in the community.
  • Works with leadership to assure continuous program quality and compliance with related licensing and regulatory agencies.
  • Participates in advisory board activities to improve service quality.
  • Provides scheduled and in-the-moment education and training on bloodborne pathogens, Narcan, sharps handling, and harm reduction strategies.
  • Reports incidents of neglect and abuse and assists with the client grievance process.
  • Fosters and maintains relationships with community partner agencies and organizations.
  • Other duties as assigned.
SKILLS AND QUALIFICATIONS
  • Demonstrated commitment to and appreciation for Inclusion, Diversity, Equity, and Accessibility (IDEA).
  • 2+ years' experience as a certified peer recovery coach or CIPSS working with people in active use and homelessness preferred.
  • Familiarity with community resources.
  • Knowledge of the service and care needs of people in active use experiencing houselessness.
  • Ability to work independently and in a team environment.
  • Microsoft Office Suite, proficiency with Word, Outlook; basic Excel skills.
  • Lived experience is valued and populations that have faced historic barriers to employment are encouraged to apply.
WORK ENVIRONMENT AND OTHER REQUIREMENTS
  • Prolonged periods of sitting at a desk and working on a computer.
  • Prolonged periods of walking
  • Prolonged periods of driving
  • Must be able to lift up to 30 pounds.
  • COVID-19 vaccination required.
  • Valid state of Maine driver license.
  • Access to reliable transportation and the ability to travel between Bangor, other offices, and partner and training locations.
