SUMMARY OF POSITION:
Under general supervision this position is responsible for researching and writing grant proposals/applications and submits timely and accurate reports for all existing grant funded projects.

EXAMPLES OF WORK:
  • Acts as City's point of contact for grant application submittals and reporting to state, federal and private funding agencies;
  • Researches, identifies and develops funding needs and sources to support current and future programs and projects;
  • Determines eligibility of City programs/projects for grant funding;
  • Writes grant applications and correspondence as required;
  • Interprets state and federal regulations, guidebooks and other reference materials;
  • Prepares reports, balance sheets, requests for reimbursements etc. for specified grant accounting periods and prepares financial status summary as required by granting agency.
  • Maintains grant activity in financial software in order to reconcile reporting, requests for reimbursements, etc. before submitting to granting agency;
  • Initiates budget amendments and requests as necessary following grant awards;
  • Designs and maintains an annual grant planning calendar and other tracking and monitoring systems to ensure compliance with grant requirements;
  • Serves as liaison with other city departments, public and private agencies and assists staff in resolution of conflicts with funding agencies;
  • Monitors and evaluates plans, focuses on results, and measuring attainment of outcomes by maintaining files and records required by grant and necessary for demonstration of grant performance;
  • Responsible for projects to be completed in a timely manner and within budget by coordinating the grant closeout process which includes reports submitted to grantors, ensuring all grant funds are fully utilized, and confirmation that grant equipment is accounted for, etc.;

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of: laws pertaining to grants and contract administration; administrative analysis and statistical techniques as used in financial reports; procedures for assessing, evaluating, managing, and monitoring financial assistance programs or projects for compliance with statutes, regulations, policies and procedures; governmental accounting principles as they pertain to grant administration; general ledger entries; project accounting and reconciliation process of accounting records to reports to granting agencies.

Ability to: understand and follow complex oral and written instructions and technical terminology; develop innovative ideas and solutions; work accurately with numerical detail, communicate effectively both orally and in writing; present, and interpret accounting data clearly using enterprise financial system, Microsoft Word and Microsoft Excel; use independent judgment and initiative; and establish and maintain effective working relationships with other employees and the general public.

ACCEPTABLE EXPERIENCE AND TRAINING:
Bachelor's degree in Accounting, Finance, General Business, Planning or comparable field plus three years of related experience.
Must have one year of experience managing state, and/or federal grants.

CERTIFICATES AND LICENSES REQUIRED:
Class "C" Texas driver's license
