JOB TITLE: Benefits Manager

POSITION PURPOSE/SUMMARY
The Benefits Manager coordinates all functions related to fringe benefits and ensures compliance with the Affordable Care Act. This position manages employee benefits, insurance programs, and related financial responsibilities.
QUALIFICATION REQUIREMENTS
The Benefits Manager shall have a high level of competence in clerical and computational skills and shall have a minimum of one year of experience in payroll or fringe benefits. Previous experience in relevant software systems for benefits administration and/or school district business office operations is desirable.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Provide orientation and maintain onboarding documents for all employees, including new hires, transfers, terminations, leaves of absence, and retirements.
2. Maintain employee benefits data in the district's designated online benefit system and SIS, including ACA requirements and payroll deductions.
3. Oversee accuracy of electronic data feeds, reconcile and process payments, and track self-funded payments for medical, dental, vision, Medicare supplemental, life insurance, and voluntary employee-paid supplemental plans.
4. Prepare and oversee monthly audits of FSA deductions and supplemental employee-paid deductions.
5. Oversee COBRA compliance, form preparation, and annual open enrollment information for all staff, retirees, and COBRA participants, including preparation of annual newsletters.
6. Manage retiree benefits, including informing about Medicare Supplement plans, processing enrollments, maintaining retiree lists for insurance purposes, and holding annual meetings for potential retirees.
7. Oversee Workers' Compensation claims, reporting, and coordinate with third-party administrators, District Administrators, and staff regarding work status of injured employees.
8. Oversee 403(b) and 457 Plans, including processing enrollment, loans, hardships, sick leave reimbursement contributions, and coordinating meetings with representatives and staff members.
9. Monitor and report on ACA requirements, including part-time/substitute hours worked, PCORI Fee data compilation, and completion of required ACA Tax Forms (1094-C and 1095-C) for employees and IRS reporting.
10. Manage Fort Zumwalt clinic operations, including attending meetings, communicating updates to staff and the Board of Education, processing invoices and payments, and preparing monthly enrollment files.
11. Prepare and process bank ACH debits/credits monthly for retirees and COBRA members.
12. Set up and monitor all escrow accounts for 19-pay summer benefit deductions annually.
13. Distribute communication to employees for Medical Flexible Spending Accounts and Dependent Care Flexible Spending.
14. Coordinate all insurance meetings with the administration for insurance renewals.
15. Work directly with the insurance broker and insurance representatives to obtain the most effective and financially prudent insurance products for staff members and the District.
16. Process life insurance claims for waiver of premiums, accelerated benefits, and/or death claims.
17. Prepare and oversee processing insurance adjustments for employees during FMLA or Leave of Absences.
18. Prepare and coordinate Short Term Disability applications and enrollments for employees.
ADDITIONAL DUTIES
1. Perform other duties as assigned by the Chief Financial Officer and Superintendent or designee.
2. Possess the ability to effectively communicate, verbally and in written form, with administrators, staff, and the community as needed.
3. Serve on the Fort Zumwalt School District Safety Committee - prepare updates on current open claims for generalized discussions.
SUPERVISORY DUTIES
The Benefits Manager will supervise, evaluate, and train assigned staff members.
MENTAL DEMANDS
Ability to maintain highly confidential information; communicate clearly both orally and in writing, and/or ability to reason and make appropriate decisions. Solve a variety of problems in many different situations and have strong attention to detail. This employee must have the ability to do basic mathematical calculations, apply concepts such as fractions, percentages, ratios and proportions to practical situations and apply financial concepts such as compound interest, time value of money, tax rates and discounts. The Benefits Manager must also have the ability to define problems, collect data, verify facts, make valid conclusions, and deal with abstract concepts.
PHYSICAL DEMANDS
The individual who holds this position is regularly required to sit, walk, hear, present information and speak. While performing this job the employee must meet deadlines with severe time constraints. The position occasionally requires
an employee to work extended hours to meet deadlines or during open enrollment periods.
WORK ENVIRONMENT
Work is performed primarily in a standard office setting

TERMS OF EMPLOYMENT
Employment will be on an at-will basis for 12 months with two weeks vacation, beginning July 1, or from the time of employment for the duration of the school year with prorated vacation and/or personal leave. The Benefits Manager will be provided a work calendar showing the specific daily work schedule of the employee. The work calendar may be modified by the Board of Education at any time, as needs dictate. Eight hours will generally constitute a workday. The Assistant Superintendent of Human Resources will establish a definite daily schedule. The yearly salary will be disbursed in twenty-four (24) equal payments.
EVALUATION
Performance of this job will be evaluated annually in accordance with the provisions of the Board's policy of support staff personnel.
