Responsibilities This Program Analyst position is located Enterprise Support (ES), Training & Development (T&D), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Applying a wide range of qualitative and quantitative methods for the assessment of the programs, and identifies areas needing special emphasis or improvement; developing and providing effective methods to task, review, and assess support work, solves managerial and financial problems, answers a wide range of formal and informal questions and data calls from all levels of operations, management, customers, and performers, evaluates support work (taking corrective action as required) and assures that management objectives are understood and met, within the scope of delegated authority and available resources. Uses automated systems and database to develop supporting narrative and statistical data to justify and defend TSA requirements for assigned programs. Conduct complex studies/assessments that require extensive data gathering, analysis and interpretation. Provides alternative options, recommendations, and conclusions that gives appropriate weight to uncertainties about the data and other variables which affect long-range program performance. Formulate projects and recommend assessment criteria for the evaluation of TSA operational programs and contributes to the performance of meeting mission requirements. Develops and recommends project deadlines and required resources to execute projects. Reviews and analyzes accomplishment of TSA programs by analysis of reports, projects, and other resourceful information. Identifies existing or potential problem areas and recommends corrective action or preventive measures. Organizes, manages, and presents information to include both formal and informal recommendations via oral and written communication. Communicates with internal and external managers as well as representatives of other government agencies and private industries to obtain information and provide guidance on critical funding/program issues and make recommendations affecting the major programs. These communications frequently involve negotiation and/or persuasion. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex. Requirements Conditions of Employment You must possess U.S. Citizenship or be a U.S. National. You must have reached the minimum age (18) at the time of application. Qualifications To qualify for the SV-H Pay Band (equivalent to GS-12), an applicant must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Applying evaluation techniques to determine compliance with rules and regulations as they relate to training programs; and Making recommendations to higher authority on the results of studies or problems and make proposals based on findings related to training programs. To qualify for the SV-I Pay Band (equivalent to GS-13), an applicant must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Applying analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of training programs; and Developing and recommending solutions for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation; and Analyzing and developing new policies, procedures and methods required for the administrative management, control, and maintenance of assigned programs. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
