Summary: Provides support and assistance to a Sr. Director Procurement of their assigned section within the Procurement & Logistics Department. Supports both routine and unique assignments. Roles and Responsibilities: Reporting Responsibilities: + Review, monitor and update monthly progress of procurement and contracting activities in the Procurement Systems of Record to enable Contract Specialists and Procurement Management to support NJ TRANSIT's business requirements. + Manages the status of procurement assignments in Systems of Record. Generates weekly, monthly, quarterly and annual procurement System of Record and other reports and analyses for Senior Procurement and Executive management. + Runs action queries in the Systems of Record to identify quantitative data to prepare statistical analyses and key findings for NJ TRANSIT's Board Members, Executive and Procurement Management. + Develops and analyzes data tables. Imports, exports, and formats data in or from Systems to reduce redundancies and ensure accuracy. Researches and executes reports using various system options. + Implements standard measurements and criteria, to measure the effectiveness of the department. Procurement Responsibilities: + Creates, maintains, updates, and monitors the Procurement and Contractor Pre-Qualification System. + Assists Procurement Contract Specialists in the preparation of Procurement documents. Proofreads memos, letters, contracts, change orders, reports, spreadsheets prepared by Contract Specialists for accuracy and grammar to ensure that all procurement activities are clearly documented in accordance with NJ TRANSIT's Procurement Requirements. Coordinates, prioritizes, and expedites review and signoff of Procurement Actions by Senior Director and Chief of Procurement & Support Services. Files and maintains Contracts and other Procurement documents. + Assists with the development of bid/proposal, contract and other document template boilerplates in the appropriate systems and format to support bidding/contracting processes. Updates and maintains master Contract and Procurement templates and forms. + Assists with the development of Board Item fact sheets and distributes Board items to Contract Specialists for their review and assures accuracy of information Division Administration Responsibilities: + Tracks employee time and attendance in System. + Maintains, monitors and deconflicts divisional management schedules in Microsoft Outlook Calendar. + Organizes and maintains the Senior Director’s files and calendar. Assists Sr. Director with administrative tasks. + Substitutes for other Procurement Assistants and Coordinators as needed, and other duties as assigned. Education, Experience and Qualifications: Associates degree or minimum two (2) years of related experience. Knowledge and Skills: Technology: + Must be able to work proficiently in the following Systems of Record: ECMS, Microsoft Office Suite (Outlook, Access Databases, Excel Spreadsheets, Word, PowerPoint, Project, Teams), Adobe, Oracle ERP, Kronos, Bid Express, and other systems in use or under development. Systems may change over time. Communication: + Must be able to perform active listening and have excellent written and verbal communication skills required. + Must be able to develop executive and board level presentations. Procurement: + Must understand the processes for public procurements.
