CDR Maguire, Inc., a national multi-disciplinary engineering and emergency management consulting firm is seeking a qualified Closeout Specialist to assist clients by providing guidance for the closeout process.

Essential Functions:

  • Serve as a liaison between the applicant, KYEM, and FEMA.
  • Provide guidance and overview of the closeout process to applicants
  • Provide technical assistance to applicants with programmatic tasks including, but not limited to appeals, Requests for Information, time extensions, Improved/Alternate Project requests, scope/cost changes, etc.
  • Provide guidance to applicants on submission of Final Inspection Report (FIR)/closeout packages for KYEM and FEMA review
  • Run reports in Grants Portal/EMMIE External and update project tracker to maintain situational awareness and follow up
  • Utilize Quarterly Progress Reports and applicant monitoring to verify when work is completed so closeout can be initiated
  • Provide updates to the Recovery Manager on the status of applicant projects and notify of any issues
  • Update Grants Portal for all applicant communications and actions
  • Perform reconciliation of large project closeout packages (FIRs) to ensure work was completed according to the FEMA-approved SOW and within the approved Period of Performance
  • Work with applicants to ensure that all environmental and permitting requirements have been met and documented
  • Work with applicants to address repetitive damage across multiple disasters
  • Assist applicants with eligibility questions and issues and application of FEMA policies
  • Provide technical assistance to applicants with submission of Cat Z Management Cost project
  • Work with applicants to execute project and disaster closeout
  • Work with KYEM grants staff to ensure all final payments are made
  • Issue P.4 reports to applicants for disaster closeout and provide technical assistance to ensure accuracy of information
  • Prepare correspondence to applicants notifying them of project and disaster closeout status
  • Maintain all applicant project documentation and archive it in KYEM's file room
Requirements

The successful candidates will have the necessary experience based on the position. Due to the nature of the work, selected candidates need to have excellent client communication skills and must meet the following requirements:
  • Must demonstrate a strong working knowledge/proficiency of the following:
    • FEMA Public Assistance Program and Policy Guide
    • FEMA Grants Portal
    • EMMIE and report options
    • Microsoft Office (especially Word and Excel)
  • Must possess strong written, verbal, and interpersonal communication skills.
  • Possesses strong research skills.
  • A minimum of 3 years of FEMA's Public Assistance Program experience is preferred.
  • Provide Form I-9 supporting documentation that proves your identity and eligibility to work in the United States.
  • Must be able to pass a background check and drug screen.
  • Proficient in Microsoft Office suite.
  • Desire to work in a fast-paced work environment to meet deadlines.
  • Ability to work professionally, effectively, and efficiently in a team environment with various stakeholders.
