Job Overview Under the general supervision of the Deputy City Controller, the Payroll Supervisor maintains the payroll system, prepares regular or special reports, provides customer service, and performs related work as assigned. Supervises clerical support personnel assigned to payroll functions. Essential Functions: The following duties are critical, integral, necessary, primary and fundamental to the job. Incumbents are expected to perform these functions with or without reasonable accommodation. These duties are not a comprehensive list; additional, position?specific duties may be required. Key Responsibilities Supervises, plans, assigns, and reviews the work of subordinate payroll staff; sets work priorities and standards. Trains staff in proper and innovative ways to perform work. Prepares journal entries and corrections, balances accounts, and tracks funds. Maintains and updates records and files associated with payroll systems and related technical transactions; ensures accuracy and timeliness of all payroll activities; verifies payroll register. Reviews source documents for compliance with rules and policies; determines proper handling of financial and technical transactions within designated limits; checks documents for validity and accuracy; records, files, and distributes related paperwork. Coordinates processing of the Citys payroll, including payment and reporting of taxes and benefits to governmental agencies and service providers. Utilizes the Citys computerized payroll system to manage the flow of payroll information and documentation. Monitors individual employee work records, deductions, and benefits for accuracy. Processes payroll changes and wage attachments. Audits and adjusts all fringe benefit requests for payment, including health, life, vision, and retirement; coordinates payment of insurance/retirement premiums, taxes, and other deposits. Identifies and resolves financial discrepancies and other payroll related issues as required. Responds to inquiries and maintains communication with City employees, management personnel, governmental agencies, and service providers regarding payroll related matters. Assists with selection, training, motivation, and evaluation of department personnel; assigns and reviews work; provides or coordinates staff training; completes employee performance evaluations; works with employees to correct deficiencies and recommends disciplinary action as required. Prepares and maintains a variety of accounting, financial, payroll, and benefits reports, records, files, and documentation. Maintains and enforces security and confidentiality of records and information. Performs other duties as assigned or required. Education and Experience Possession of a high school diploma or G.E.D. equivalent and five (5) years of computerized payroll processing experience, including one (1) year of supervisory experience, preferably in the public sector; or an equivalent combination of education and experience. An associates degree in accounting, finance, business administration, or related field is preferred. Required Licenses or Certifications Valid California Class C Drivers License. Required Knowledge City organization, operations, policies and procedures. Public sector payroll, fund accounting and bookkeeping principles. Office practices and procedures, including filing, indexing, and cross?referencing, and principles of record keeping and records management. Time and payroll records keeping procedures, and electronic payroll processing. Commonly used office machines and devices. Supervisory principles and practices including planning, delegating, and controlling the work of subordinates. Techniques of training, instructing, and evaluating subordinates work performance. Required Skills Establishing and maintaining effective working relationships with staff, City departments, elected officials, outside agencies, and the general public. Interpreting City payroll?related policies and memoranda of understanding. Analyzing tax laws related to payroll and deferred compensation. Maintaining and balancing financial records, ledgers and accounts. Performing mathematical calculations with speed and accuracy. Entering data and numerical information into a computer system with speed and accuracy to ensure that payroll deadlines are met. Correcting and updating financial information systems. Operating a personal computer utilizing a variety of business software. Physical Demands / Work Environment Work is primarily performed indoors in a standard office environment. Work requires frequent light lifting, sorting, filing, typing and occasional climbing (up to 4 feet). Moderate finger dexterity and near vision required. May be exposed to minor amounts of dust and occasional sounds of office equipment running. Examination Process Phase one (written examination, weighted 50%) measures knowledge, recall, and skill base. Phase two (oral examination, weighted 50%) assesses professional qualifications. A passing score for each phase is 70%. All candidates achieving a combined score of at least 70% are placed on the eligible list. The City of Compton reserves the right to use alternative testing methods if necessary.
