With consultation from the Executive Director and the Director of Human Resources Healthcare & Housing, the Human Resources Business Partner provides oversight for compliance with applicable state and federal labor laws. Essentials Oversee and manage the maintenance of employee files and ensure compliance with State mandated regulations; utilize HRIS to maintain all employee files and assure confidentiality of records, enroll new employees in benefits plans, coordinate with staffing and payroll to ensure accurate paychecks and benefit deductions, complete separation tasks, process all employee status changes, and upload documents. Maintain data files and documentation of Human Resources materials including policies and procedures, standard manuals, employee handbooks, job descriptions, new employee packages, benefit plan documents, affirmative action plans and automated training files. Respond to employee benefits questions; communicate with vendors and maintain documentation of issues and resolution; refer issues to AskVOANSHR as necessary. Maintain inventory of Human Resource supplies. File and organize various Human Resources materials and documentation. Coordinate the annual benefit election process, including on?site educational meetings. Collaborate with the Senior Director of Human Resources to conduct wage and benefit surveys. Ensure compliance with standard policies and procedures. Communicate policies, new processes and programs as directed by the Senior Director of Human Resources and/or Administrator/Executive Director or designee. In coordination with the Executive Director, create an action plan based on the Annual Employee Satisfaction Survey. Assist Department Supervisor with employee relations issues, including coaching, counseling, determination of corrective actions if necessary (Independent Development Plans, Performance Improvement Plans, verbal and written warnings, and terminations). Oversee the Workers Compensation practices; ensure all injuries are reported timely and each claim is thoroughly investigated; work with injured employee, Supervisor and Workers Comp representative to ensure no lost time and create a work-harden program; complete and submit weekly Workers Compensation Report. Facilitate training and development programs for Department Managers; ensure that every six months Sexual Harassment training is conducted at facility. Ensure that the Affirmative Action Plan is implemented and systems are in place to track all applicants, interviews and hires; conduct annual affirmative action training. Work closely with the Talent Acquisition team to develop and implement a plan for recruitment of new employees for all departments. Maintain an in?house job announcement board; attend local job fairs and other community functions; conduct onboarding process of potential employees. Complete initial interview; verify employment eligibility; make other verifications as necessary (license/certification, driving record, medical records, criminal history checks, etc.). Provide new employees with general orientation and assist with handbook and policy interpretation if needed. Demonstrate current knowledge in human resources and employment law; provide updates of changes to policies and procedures to staff when notified by Senior Director of Human Resources. Provide consultation and oversight of compliance with policies in the Human Resources Reference Manual to assure consistent interpretation of employment policies across departments: Pay?for?Performance system (including performance review system), benefits administration, leave of absence requests and corresponding follow?up, disciplinary action and terminations, grievance procedure. Monitor compliance with State, Federal and local labor laws; complete and maintain appropriate records; represent facility at required hearings; monitor wage and hour, ADA, unemployment insurance, OSHA, EEOC; monitor completed pulse surveys and exit interviews to identify trends and work with leadership on action items to improve employee engagement. Conduct training programs on workplace issues for staff on an ongoing basis. Participate as Chair or Co?Chair on the Safety Committee and other committees as needed within the facility. Coordinate employee recognition programs. Serve as a resource to employees seeking assistance programs. Attend required in?services and complete assigned online modules. Perform other duties as assigned by the Senior Director of Human Resources or Administrator/Executive Director or designee. Required Qualifications Bachelors degree in Human Resources or similar discipline, preferred. Previous 3?5 years experience in a Human Resources capacity. Proficiency in Microsoft Word, Excel, PowerPoint, e?mail and Internet. Proven ability to manage multiple projects to a deadline. Strong interpersonal skills; consumer focused. Thrives in change, is flexible and adaptable, and can demonstrate strong communication and presentation skills to communicate across all levels of the facility. Strong organizational skills; high degree of professionalism; ability to deal with extremely confidential information. Extensive knowledge of employee relations including payroll, benefits, wage and salary administration, recruitment and selection, unemployment compensation, workers compensation, and broad knowledge of Federal and State laws, rules, regulations and guidelines relating to employment, compensation, EEO and affirmative action.
